The Democratic Party, which promotes a profit-sharing system for platform companies, is experiencing difficulties from the beginning. According to the National Assembly and industry on the 21st, Democratic Party Secretary General Park Kwang-on promoted holding a private meeting to share cases of win-win cooperation with four companies, Naver, Kakao, Baedal’s People, and Riot Games. It is the first time that the Democratic Party has designated a specific company as a target for cooperation, while the financial sector and the platform industry have been representatively discussed as the target of the profit-sharing system. Representatives of the company and representatives of the company decided to join the meeting, but the company conveyed the position that it was difficult for companies to participate, and related organizations such as the Internet Enterprise Association and Korea Startup Forum participated instead. An official in the industry said, “No way, but I didn’t know that the Democratic Party wanted to meet four specific companies.” I received a request. Although the industry agrees with the purpose of win-win cooperation, in reality, there is a problem of equity and it is difficult to implement a cooperation model with voluntary nature. Another official said, “The standard on how many companies to include as the target of win-win cooperation is inevitably arbitrary,” said another official. “While the platform companies are investing in deficits, is there no support from the government?” In addition, opinions poured out that it was difficult to distinguish profits from the novel coronavirus infection (Corona 19) and the creation of profits from self-help efforts, such as cost reduction efforts and productivity improvement through logistics network investment, even for companies that have benefited.
The Democratic Party, which took its first step in finding ideas for win-win cooperation, also promoted the introduction of the’Platform Regulation Act’, which is causing controversy. The aim is to prevent platform companies such as Coupang, Market Curly, and Baedal’s Nation from expanding their handling range to items sold at local marts, supermarkets, restaurants, and convenience stores recently, and to protect local commercial districts. Representatively, Rep. Shin Young-dae is preparing an amendment to the Act on the Promotion of Win-Win Cooperation with Small and Medium Enterprises (Win-Win Cooperation Act) that regulates delivery platforms.
