Redundant installation of hydrogen and electric vehicle charging facilities in the green belt

In the future, it will be possible to redundantly install hydrogen and electric vehicle charging facilities in development restricted areas (Green Belt or less GB).

The Ministry of Land, Infrastructure and Transport (hereinafter referred to as the Ministry of Land, Infrastructure, and Transport) announced that it passed on December 29th amendment to the enforcement decree of the Special Measures Act on the Designation and Management of Restricted Development Zones containing the content that allows the installation of hydrogen fuel supply facilities and automobile electricity supply facilities in GB.

This revision of the enforcement decree made it possible to install hydrogen and electric vehicle charging facilities in duplicate to expand eco-friendly vehicle charging facilities as regulatory improvements for economic revitalization.

In the meantime, to promote the commercialization of hydrogen vehicles, hydrogen charging stations in GB are allowed (‘14.10), automobile electricity supply facilities are allowed in GB (‘18.2), hydrogen charging facilities are allowed as auxiliary facilities such as natural gas supply facilities (‘18.12), gas stations. It was also allowed as an auxiliary facility for charging stations such as LPG (‘20.2).

However, in GB, hydrogen car charging facilities and electric car charging facilities were installed separately, so there were difficulties such as selecting a site for the installation of charging facilities and an economic burden from purchasing the site.

Accordingly, the Ministry of State Affairs and Coordination Office joint public-private regulation improvement promotion group and SME Ombsman support group were consulted, and the improvement plan was devised through discussion of the National Land Transportation Regulatory Innovation TF in which private experts participate.

With the revision of the enforcement ordinance, charging facilities to be installed in the future can overlap hydrogen vehicle charging facilities and electric vehicle charging facilities, and hydrogen vehicle charging facilities can be installed in existing electric vehicle charging facilities.

As the charging facilities for hydrogen and electric vehicles in GB are expanded, it is expected to contribute to the realization of a carbon neutral policy by reducing greenhouse gases.

The qualifications for the installation of flower exhibition and sales facilities in GB were expanded to include agricultural cooperatives and agricultural cooperatives, and the total floor area of ​​the building was 3,300m2 or less.

The flower display sales facility in GB could be installed by the head of the mayor/gun/gu, but there was a problem that there was no actual installation facility and the flower sales route was insufficient.

With this revision of the enforcement decree, the agricultural cooperative and agricultural cooperative corporations in GB will be able to install flower display and sales facilities, which is expected to contribute to securing flower markets for flower farmers.

If the illegal facility is moved from GB to an area where the illegal facility is moved to an area where the illegal facility is removed, the imposition of compulsory performance money imposed on illegal facilities in GB as a regulatory improvement item for resolving public and corporate discomfort may be postponed. Illegal facilities in the planned area were similar to the case of relocation to the canceled area, but there was a controversy over equity due to the imposition of compulsory performance fees.

Accordingly, if GB is released due to the promotion of public service projects, the imposition of compulsory performance fees can be deferred, as in the case of moving to a region where GB is released.

Libraries (2000㎡ or less) in GB can be installed, but user inconveniences occurred because additional facilities such as rest areas were not allowed.

In order to alleviate this inconvenience, libraries that are allowed as local public facilities have a simple rest area installed as an auxiliary facility.

Gas stations, rest areas, and liquefied petroleum gas filling stations within GB were limited to installation qualifications so that only the heads of the mayor, county, and district and residents at the time of designation of GB could install them.

Accordingly, it was difficult to install gas stations to meet new demands such as road opening, and there were cases where residents were rented and installed at the time of designation.

This revised bill has eased installation qualifications so that even residents of GB for more than 10 years can install gas stations, making it easier to install facilities for living convenience and living in GB.
