Reduce application for public reorganization projects… Receiving applications for 48 public-led redevelopment

[에너지경제신문 손희연 기자]Amid the government’s efforts to expand public-led housing supply, it was counted that 48 complexes applied for public direct-implemented maintenance projects. In addition, 341 applications were received for the’city center public housing complex development project’, of which 21 were selected as the first leading project site last week.

According to the National Assembly and the Ministry of Land, Infrastructure and Transport on the 4th, a total of 48 candidate sites have been proposed as candidates for public direct implementation projects until recently, and the Ministry of Land, Infrastructure and Transport has been working on reviewing them. 41 of the final 48 sites are candidates proposed by local governments. The remaining seven were directly applied by private unions.

Of the 41 project sites applied by local governments, 19 redevelopment zones. By region, there are 14 places in Seoul, 4 places in Incheon, and 1 place in Busan. The remaining 22 were all applied for reconstruction in Seoul.

There are 4 public redevelopment candidates: △Seoul 2 cases, △Gyeonggi 1 case △Incheon 1 case. There are three reconstruction projects, two in Seoul and one in Daegu.

During this month, the government selects and announces leading business sites among these candidate sites, and pursues follow-up procedures in earnest, such as securing residents’ consent. The project can be started if two-thirds or more of the agreement is received within one year after a proposal for a change in the maintenance plan is proposed with the consent of half of the members. It is a redevelopment redevelopment project conducted by directing the implementation of the project.

It provides a drastic floor area ratio incentive compared to existing private projects and guarantees 10 to 30 percentage points more profits for landowners, as they are less forced to collect donations for rental housing.

Since there are no cooperatives established when carrying out urban renovation projects, these projects are exempt from the redevelopment excess profit return system and the obligation to live a member for two years.

Meanwhile, the Ministry of Land, Infrastructure and Transport unveiled 21 first leading projects last month for the urban public housing complex development project, which develops high-density development of station areas, semi-industrial areas, and low-rise residential areas, and then announced candidates for proposals for the 2nd and 3rd local governments in Seoul this month and next month. It plans to expand the business site.

For 341 candidate sites that applied for urban public housing complex development, if we estimate the housing supply by the average number of households by business type of the candidate site for the first leading project, it is the quantity that can supply more than 323,000 households suggested by the government.

However, the process of revised bills such as the’Public Housing Special Act’ or the’Urban and Residential Environment Improvement Act’ related to the 2·4 countermeasures necessary for stably pursuing the project seems to be seldom speeding up.
