The government is recruiting a consulting complex for public direct implementation maintenance projects by the 31st of next month. Through this, the intention is to lead the successful promotion of the project by proactively notifying the difference between the publicly implemented maintenance project and the existing maintenance project announced as part of the second and fourth measures.

The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government announced on the 22nd that they will be recruiting a consulting complex for public direct implementation maintenance projects for the successful promotion of’public initiative 3080+’ from the 23rd to the 31st of next month.

This consulting was designed to inform the cooperatives of the merits of the public direct-implemented maintenance project, and to help residents decide a reasonable business method by comparing the difference with the existing maintenance project.

The Ministry of Land, Infrastructure and Transport has announced the’Public Direct Implementation Maintenance Project’ through the public-led 3080+ announced on the 4th, where the public leads the maintenance project, coordinates interests and secures the public interest.

This project is a system in which public implementers such as LH (Korea Land and Housing Corporation) and SH (Seoul Housing and Urban Corporation) become redevelopment and reconstruction implementers through resident consent, leading the project plan. Since the administrative procedure can be simplified, the period from designation of maintenance area to relocation can be reduced from about 13 to 5 years. In addition, it guarantees a 10~30%p higher rate of return than private maintenance projects due to various deregulations and exemptions from reconstruction charges.

Consulting is handled by the’Gong Gong-led 3080+ Integrated Support Center’. In addition to the already installed Seoul, Gyeonggi, Incheon, and regional metropolitan areas are planning to install and operate integrated support centers in the near future to support preliminary consulting in an on-site manner.

The Ministry of Land, Infrastructure and Transport provides a comparison of the expected rate of return and contributions when promoting an existing maintenance plan and a publicly-implemented maintenance project through consulting so that the participation can be determined reasonably.

After that, the integrated support center will return the consulting results to the applicant from mid-April after consultation with local governments that are licensed and licensed. Based on the results, the participating complex proposes to the public implementers to change the maintenance plan or establish a maintenance plan with the consent of the residents. The public implementer prepares a detailed maintenance plan that reflects the location conditions and residents’ preferences, and when this plan obtains resident consent, the relevant local government determines the maintenance plan proposed by the public implementer as the maintenance plan after deliberation by the Urban Planning Committee.

Housing Policy Officer Kim Young-han of the Ministry of Land, Infrastructure and Transport said, “Through prior consulting, we will support many residents so that they can have a correct approach to public direct implementation maintenance projects.”
