While Korea Land and Housing Corporation (LH) employees are conducting a joint government investigation into the suspicion of purchasing land in Gwangmyeong and Siheung and investigation into the Noodles (National Investigation Headquarters), they knew in advance the plan to designate a new city planned district, which is a security matter by the time of the announcement. I am also interested in what it is, what time it is if I expected it. The possibility was estimated based on the facts revealed so far.
① Was it possible to predict the development of new cities in Gwangmyeong and Siheung from 2017 to 2018?
The land owned by LH employees in Gwangmyeong and Siheung, which was first unveiled by Minbyun and the Participatory Solidarity, totaled 10 lots, reaching 23,028 square meters (about 7,000 pyeong). The trading period is from April 2018 to February 2020. Since then, the rice field (526㎡) in Okgil-dong, Gwangmyeong-si, where the ownership of an LH employee was additionally confirmed, was made in August 2017. For at least four years, LH employees purchased land in turn. However, the Moon Jae-in administration’s third new city (large-scale public housing site) plan was first released in September 2018, with’September 21, Seoul Metropolitan Area Housing Supply Expansion Plan’. On December 19 of that year, three new cities were announced for the first time, including Wangsuk in Namyangju, Gyosan in Hanam, and Gyeyang in Incheon. In May of the following year, two additional sites were added: Goyang Changneung and Bucheon Captain, and last month, Gwangmyeong and Siheung were designated as the sixth planned new city sites. Therefore, it is the opinion of the real estate industry that it would not be easy for LH employees to predict the designation of a new city district in Gwangmyeong and Siheung in the period from 2017 to September 2018. However, it is worth noting that Gwangmyeong and Siheung were candidates for development that could be created as public residential sites at any time, as the Bogeumjari District districts were released in 2015 and were restricted to special management areas until 2025. . In other words, even if the LH staff at the time did not grasp specific development-related information, weight is weighed on the probability that they would have started to purchase land, confident that the Gwangmyeong and Siheung areas would be developed in some way.
② Were you convinced of the development of residential land from last year when the willow trees were densely planted?
An executive-level employee A of LH, who bought a field in Gwarim-dong, Siheung-si, a new city in Gwangmyeong and Siheung, is known to have plowed the field about a year ago and planted a rare species of willow. At this time, five planned new cities in the Seoul metropolitan area were announced twice (December 2018, May 2019). It is the real estate industry’s evaluation that it is suspected of being a move that has begun to do so. In particular, the fact that the willow tree is a rare tree is a big question. In the case of rare species, the lack of data and evidence for compensation raises the possibility of an increase in compensation. Regarding this, an LH official said, “In principle, the cost of transplanting trees planted in the compensation district is paid.” However, it is pointed out that if young trees are planted as closely as possible, there is room for increased transplant costs, and there is no possibility that the owners of rare tree species will receive high compensation for the cost of the trees due to the fact that the transplant is practically difficult.
