By 2025, 830,000 supply sites will be secured in Seoul and other metropolitan areas across the country. Only 570,000 units are developed and supplied by the public initiative in the redevelopment and reconstruction areas in the old city center, where housing cannot be supplied by the private sector, and 70-80% are supplied by public sales. The number of public housing units supplied to Seoul is 320,000 units, three times higher than that of the city. 30% of the lottery volume is secured for public sale subscriptions. The speculative deterrence plan, which does not allow those who newly purchase real estate in the business area after the announcement date, have the right to provide priority, is also implemented. On the 4th, the government announced a plan to expand the supply of housing in the public-led 3080+ metropolitan area. Looking at the plan, the urban public housing complex project was introduced for a limited time for three years, providing a total of 306,000 units. It is a model in which the public directly develops station areas, semi-industrial areas, and low-rise residential areas that are being neglected because they are aging slum but there is no appropriate means of development. The site is designated as a site under the Special Public Housing Act, where land is accommodated and housing is supplied. The’public direct implementation maintenance project’ model was introduced for private redevelopment and reconstruction with no progress to supply 136,000 units. The plan is to drastically shorten the business period, which takes an average of 13 years, to 5 years with fast track. The government said, “It is three times the number of apartments in Bundang City and 3 districts in Gangnam.” Almost all of the housing volume secured in this way is supplied to public housing. 70-80% said that they would supply them through public pre-sale and 20-30% through public-owned and public rental housing. In particular, for the 3040 households who are seeking panic buying (panic buying), the proportion of general supply of public pre-sale houses will be greatly increased from 15% to 50%, and a lottery system will be introduced to the general supply by 30%. In order to block speculation demand, priority supply rights granted to indigenous peoples are not granted to those who newly purchase existing real estate within the project area after the announcement date of the measures. If the increase in the house price in the business area exceeds a certain percentage, measures are being reviewed to cancel it in the business area. Of the 830,000 units, 263,000 units will be supplied by securing new housing sites.
