The government decided to increase the ratio of the general supply of public pre-sale and introduce some lottery systems.

These contents were included in the’dramatically expanding plan for housing supply in metropolitan areas’ announced by the Ministry of Land, Infrastructure and Transport and the Ministry of Strategy and Finance on the 4th.

Currently, in public pre-sale of less than 900 million won, only 15% of the general supply of houses under 85m2 for exclusive use is only 15%. 85% of the total volume is allocated to special supplies.

In this measure, it was decided to increase the general supply to 50%. As the proportion of general supply increases, the proportion of special supplies supplied through screening for multi-children, elderly parents, and newlyweds decreases to 50%.

For houses exceeding 900 million won, special supply is excluded.

In addition, a lottery system will be introduced for the general supply of public sales of less than 85㎡ exclusively. Currently, 100% sequential system is applied to general supply of less than 85㎡ for public sales. There was no opportunity except for those who had a long period of time without housing, as the winners were those who had a large amount of savings among those without home for three years or more.

In the future, it is decided to introduce a 30% lottery system for general supplies of 85㎡ or less for public sales. Participation in the lottery system is limited to members of homeless households for 3 years or more. As a result, the probability of winning is increased to the 3040 generation with low sequential scores.

In addition, for high-priced housing over 900 million won, the subscriber does not have to meet the income requirements. Previously, the general supply for public pre-sale under 60㎡ for exclusive use had income and asset requirements. It is 100% of the average monthly income of urban workers, real estate KRW 215.5 million, and automobiles less than 27.6 million KRW.

An official from the Ministry of Land, Infrastructure and Transport said, “We will set new standards for public sales in order to give newlyweds, 3040 households, etc., who have been waiting for housing supply, with sufficient opportunities to prepare their own homes.”
