The Integrated Public Maintenance Support Center (LH, SH, Korea Real Estate Agency) conducted a pre-consulting analysis on 7 complexes including Shinbanpo 19, Mangwoo 1, Junggok, Shingil 13, Miseong Kun-young, and Gangbyeon Gangseo that participated in the’Public Reconstruction Pre-Consulting’. The public reconstruction project is a project that provides public support, such as upgrading the use area and supporting procedures, when the public participates in the reconstruction and intends to supply a house of a certain size or larger.

This consulting has been conducted since last September to inform the reconstruction association of correct information on public reconstruction and to support the decision to participate in the public reconstruction project.

Out of the 15 complexes that initially applied for consulting, a final reply was made to the results of the consulting, excluding those that did not satisfy the conditions for reconstruction such as withdrawal of consulting participation or failure to pass safety diagnosis.

The results of public reconstruction preliminary consulting prepared by the Integrated Support Center after two preliminary review meetings with the Ministry of Land, Infrastructure and Transport and Seoul City and expert advice included various city deregulation issues.

First of all, considering the local conditions, it was allowed to increase the use area as much as possible for the area where the use area can be increased. As a result, all 7 complexes resulted in a consulting result that allows longitudinal growth. Through this, the floor area ratio increased by an average of 182% points (p) (maximum 258%p) compared to the current state, and an average of 96%p (maximum 201%p) compared to the cooperative single reconstruction plan.

In addition, according to the results of calculating the number of housing supplies by applying the effect of deregulation in the city and the easing of the non-residential ratio in the quasi-residential area, an average of 58% (maximum 98%) compared to the current, and an average of 19% (maximum 73%) compared to the cooperative’s independent reconstruction plan. Appeared to increase.

In addition, it was analyzed that due to the effect of deregulation in the city, the income of general parcels increased, and the contribution of members decreased to an average of 37% compared to the association’s independent reconstruction plan.

The Integrated Support Center also unveiled a more detailed virtual simulation than the one announced last year.

It was revealed that even in large complexes with 1,000 or more households, regardless of the level of pre-sale prices, business feasibility could be improved by increasing the number of households due to an increase in the floor area ratio and by increasing pre-sale income. In particular, it was analyzed that the effect of reducing the burden of residents due to public reconstruction was greater in the case of the third-class general residential area, which can be raised to a quasi-residential area, rather than the case of the second-class general residential area.

The integrated support center will support pre-consulting briefing sessions for unions, etc., while responding to the results of pre-consulting.

In the first quarter of this year, when a cooperative, etc., applies for the designation of a candidate site for a leading project with 10% consent from the owners of land, etc., it is planned to be selected as a candidate for a leading project.

The complex selected as a candidate site for a leading public reconstruction project will proceed with in-depth consulting procedures such as preparing a specific maintenance plan at the Integrated Support Center based on the outline maintenance plan and construction plan suggested by the consulting.

Based on the results of the in-depth consulting, if the residents’ consent rate for the designation of a public operator is secured, a project implementation agreement is signed with the association, LH, and SH, and it is finally confirmed as a leading public reconstruction project site.

In addition, the Integrated Support Center is planning to conduct a second preliminary consulting contest for public reconstruction from February this year so that more complexes can review whether or not to implement public reconstruction.
