Promoting public redevelopment in eight areas of Seoul, including Dongjak Heukseok 2 and Dongdaemun Yongdu 1-6

Public redevelopment projects will be promoted in eight previously designated redevelopment areas, including Heukseok District 2 in Dongjak-gu, Seoul.

It is planning to increase the floor area ratio of these business areas to 120% of the legal limit, and provide additional housing for more than 3,000 households.

These areas are designated as land transaction permit zones to prevent speculation.

The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government selected eight candidate sites for public redevelopment pilot projects and announced them on the 15th.

The pilot projects are Heukseok 2 in Dongjak-gu, Yangpyeong 13 and 14 in Yeongdeungpo-gu, Yongdu 1-6 and Sinseol 1 in Dongdaemun-gu, Bongcheon 13 in Gwanak-gu, Sinmun-ro 2-12, Jongno-gu, Gangbuk 5, Gangbuk-gu, etc.

All of these areas are existing maintenance areas in the station area, and projects have been stagnated for more than 10 years on average since the designation of maintenance areas due to lack of business feasibility and conflicts between residents.

The total number of existing households in the project site is 1,704 households, and after redevelopment is completed, 3,59 households will increase to 4,763 households.

In the case of Heukseok District 2, the number of existing households is only 270 households due to the fact that it is located in a semi-residential area and is concentrated in shopping malls, but when redevelopment is completed, the number of households will increase by almost five times to 1,310 households.

Public redevelopment is a redevelopment project in which public institutions such as Korea Land and Housing Corporation (LH) and Seoul Housing and Urban Corporation (SH) participate in the project, and the floor area ratio is granted up to 120% of the legal limit and 20-50% of the increased floor area ratio is Receive donations for rental housing.

Of the 60 sites that participated in the public redevelopment candidate site contest last year, a review was conducted targeting 12 existing maintenance zones that were easy to screen because a maintenance plan was already in place.

Originally, 10 more contests were contested, but they were already designated as urban regeneration areas and were not subject to contest, so they were excluded from the evaluation.

The Ministry of Land, Infrastructure and Transport explained, “The pilot projects are places with great potential to supply high-quality housing that end users want in the station area if obstacles that hinder project promotion are resolved through public redevelopment.”

The public redevelopment project not only eases urban regulations such as an increase in floor area ratio, but also improves business performance by excluding the pre-sale price limit, and provides various public support such as financing project expenses and simplifying the licensing process.

Of the newly built houses, half of the volume excluding the pre-sale for members is supplied through public lease and profit-sharing charter, contributing to the stability of housing for indigenous people, young people, newlyweds, and the elderly.

Based on the review data submitted by autonomous districts, the Ministry of Land, Infrastructure and Transport and Seoul City Joint Public Redevelopment Demonstration Project Candidate Selection Committee comprehensively reviewed the urgency of maintenance such as deterioration, the publicity of the project, feasibility of the project, and the arrangement by each autonomous district, and finally selected 8 sites.

Although the necessity of the public redevelopment project was recognized for the four sites that were not selected this time, the selection committee held the selection due to issues such as regional issues, and asked the next selection committee to reconsider the selection.

In eight project sites, LH·SH will participate as public implementers with the consent of the residents.

The city of Seoul will establish a maintenance plan to which special cases for public redevelopment are applied, and by the end of the year as early as the end of the year, the candidate site will be confirmed as a’public redevelopment maintenance zone’, and the project will begin in earnest.

LH and SH hold briefing sessions for the residents of the candidate site to explain the results of business feasibility analysis, such as the outlined maintenance plan established during the review of the candidate site, and the estimated contribution and proportionality derived based on it, and collect residents’ opinions.

The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government plan to select candidate sites by the end of March by reviewing the area conditions for 47 of the 56 new zones that participated in the competition, excluding those that are not subject to the competition, such as urban regeneration areas.

Measures were also prepared to prevent the inflow of speculative funds from public redevelopment projects.

In order to prevent speculative transactions or rapid rise in land prices, the selected existing maintenance area will be designated as a land transaction permission area.

As for the new candidate sites for public redevelopment to be selected in March, the base date for calculating housing sales rights will be announced on September 21, last year, the date of the public offering announcement, as announced when the public offering announcement was made.
