Joe Biden’s US administration has stepped up sanctions against Russia for intervening in the US presidential election and hacking federal agencies. Relevant measures include the expulsion of diplomats, sanctions on Russian companies, and a ban on US banks from buying Russian bonds. The U.S., which is already struggling with Russia on the Ukrainian border, is expected to sharpen the bilateral relations with the sanctions.

According to foreign media such as the New York Times (NYT) on the 15th (local time), President Biden said he would deport 10 Russian diplomats, saying that he would not allow foreign forces to intervene in American democracy. The sanctions also included 16 organizations, 16 individuals who intervened in the presidential election and spread false information, and 6 companies that supported cyber hacking by Russian intelligence authorities. NYT said most of the diplomats being deported were intelligence agents.

In particular, it banned US banks from buying bonds issued by the Russian central bank, sovereign wealth funds and the Ministry of Finance. The Washington Post (WP) predicted that the move would make Russia’s financing more difficult in the international market. NYT also evaluated it as “the intention to press the Russian government.” However, it is still possible to deal with previously issued bonds by Russia, and some counterarguments that the share of Russian government bonds held by US investors is only 7%, which will not have a significant impact. This measure will take effect on June 14th.

Russia was hot. Russian Foreign Ministry spokesman Mariya Zaharova said, “The United States should know that there will be a price for worsening relations between the two countries.” Foreign Minister Sergei Riyavkov also warned that “retaliation will come in the near future.”

However, President Biden also proposed a summit meeting with Russia. It is a kind of control over going to catastrophe. “The United States does not want to intensify conflict with Russia,” he said, and once again proposed to Russian President Vladimir Putin to meet in person in Europe this summer. On the 13th, President Biden suggested holding a summit meeting in a third country while on the phone with President Putin.

Ukraine is also regarded as a variable that increases the tension between the two countries. Russia is in a situation where conflict with Ukraine is growing by supporting pro-Russian separatist rebels in the eastern Donbas region, which declared separation and independence from Ukraine.
