Profit-sharing line Heung-eun Park Young-sun “Seoul needs a protocol economy”

Former Minister of Small and Medium Venture Business Park Young-sun visited the headquarters of the’People of Delivery’ in Songpa-gu, Seoul, on the 18th, two days before his speech. It was a place to sign a business agreement to become the first model for realizing the’protocol economy’ for the nation of delivery, one of the beneficiaries of the Corona 19 era. A key official of the Democratic Party said, “I asked former Minister Park to inform him of his progress until the 15th, but he asked to postpone it until the 20th. As it turned out, it was to directly pay for Bae Min’s case.”

At the same time, former Minister Park is far from the profit-sharing system promoted by the Democratic Party leader Lee Nak-yeon. In a radio interview on the 13th, he said, “The protocol economy that I do in the Ministry of SMEs and the profit-sharing system Lee said are quite different.”

In a media interview on the 5th, former Minister Park said, “Seoul needs a protocol economy. The local government has to implement it first.” Therefore, the protocol economy is likely to be his main pledge in the Seoul Mayor’s election. The protocol economy was also included in the ‘2021 economic policy direction’ announced by the Ministry of Strategy and Finance on the 17th of last month. Although the concept is still somewhat ambiguous, the protocol economy can be seen as a model to compensate for the side effects of the platform economy that became popular in the Corona 19 era. In the case of a delivery platform through decentralization and de-monopoly, the transaction information is equally held by the restaurant and the delivery worker, and distribution rules are created with all of them participating. This is why the protocol, which means protocol, is attached to the name.

Will it be a complementary measure to prevent monopoly on platform companies?

In order to realize the protocol economy, the People of Delivery decided to share transaction information by region and industry with the Federation of Small Business Owners and provide customized marketing strategies. It is planning to disclose some information that has been monopolized by platform companies. During the business agreement ceremony, former Minister Park said, “In order to solve the side effects of the platform economy, we must share information and establish fair rules.”

The nation of delivery, a platform company, monopolizes all transaction information and makes distribution rules. The growth of the delivery people was created by restaurants and delivery workers together, but they cannot participate. For this reason, whenever the people of delivery changed advertising fees or dispatch methods, their conflict became a social problem.

However, although the purpose of the protocol economy is good, there is a saying that “I am not sure of the specific concept” in the field.

Blockchain is a technology paired with the protocol economy. Blockchain is a key technology required to store information distributedly. However, the domestic blockchain industry has not yet had such a success story. In their 20s, the National Assembly issued 15 bills to support the blockchain technology industry regardless of the opposition party, but all were scrapped due to the expiration of their terms.

Protocol economy, oasis or mirage

Park Seong-jun, director of the Blockchain Research Center at Dongguk University, pointed out that “protocol economy is an unfamiliar concept that is not well used in the blockchain industry.”

In fact, if a platform company is willing to share information and profits with workers, it is not necessary to use complex protocol economy or blockchain technology. Chairman Park Jung-hoon of Rider Union, a delivery worker union, “The problem of having delivery workers or small business owners involved in determining fee policies or algorithms is something that companies can do if they want to, not because blockchain technology does not exist.”Said.

Park Ji-soon, a professor at the Graduate School of Law at Korea University, said, “I know (protocol economy) for the mid- to long-term purpose, but there is a side that is premature to put it into a policy right now.
