“Our country is applying a’unfair social distancing system’ that strengthens social distancing and does not provide compensation.”
Kim Yoon, a professor in the Department of Medical Management at Seoul National University College of Medicine, criticized the government’s current social distancing as a’regulation is strong, but no compensation’ system compared to foreign countries. Professor Kim is currently the chairman of the Health and Medical Committee of the Economic, Social and Labor Committee, which is an advisory body directly under the President.
At the’Open Discussion for Social Distancing System Reorganization’ held by the Ministry of Health and Welfare’s Central Accident Control Center at the LW Convention in Jung-gu, Seoul on the morning of the 2nd, Professor Kim made a presentation on the theme of’Transforming the Paradigm of Social Distancing in Preparation for the Long-Term Corona 19 War.’ did. He diagnosed that in order to maintain a sustainable social distance, the number of confirmed cases should not be’all-in’.
“Compared to foreign countries, the intensity of distance is high and the compensation is low.”
Professor Kim said, “There is a’price’ for social distancing, and this is not the whole of our society, but the economic damage is concentrated on certain classes such as small business owners, self-employed, and non-regular workers,” he said. “The participation of the people is the core of the social distancing effect. Considering the facts, it is necessary to properly manage people’s fatigue and have a distancing system to resolve inequality.”
He added, “The government and quarantine experts are conservatively applying high social distancing even for a small number of confirmed cases. According to the US and European corona 19 confirmation risk assessment criteria, if there is less than 1 per 10,000 population, the Korean standard If there are fewer than 518 people, it is considered a stable stage.” In a situation where quantitative evidence for which level is’uncontrollable’ is not revealed, social distancing is being applied excessively, focusing on reducing the number of confirmed cases.
According to the’social distancing intensity’ indicator suggested by Professor Kim, Korea has 1.1 corona19 confirmed cases per 1,000 people, and the social distancing intensity is 47 points. This is the same as Sweden, with 42.3 corona19 confirmed cases per 1,000, and higher than Switzerland, with 50.9. Even so, financial aid was inadequate. Korea’s financial aid index was 47 points, which was only 13% of Korea’s GDP. The UK’s financial aid index reached 95 points, and France reached 80 points.
Prof. Kim also refuted that Hong Nam-ki’s Deputy Prime Minister Hong Nam-ki opposes the self-employed person’s loss compensation law last month and said, “Financials are not fire and water,” saying, “I would like to ask if the pockets of self-employed people who have to close by government order are fire and water.”
At the same time, Professor Kim emphasized that the excess deaths caused by Corona 19 increased by 11,893 compared to the average of the past five years last year, and pointed out that this is only a little lower than the international average. He then pointed out that’the problem of caring for the elderly’,’a youth problem caused by closing the school door’, and’the situation in which pregnant women and dialysis patients suspected of Corona 19 cannot be properly treated’, etc., had an effect on the excess death.
Prof. Kim suggested how many group infections occurred by each facility type. “In facilities that are mainly regulated by social distancing, the number of confirmed patients is very low.” “This is a group infection caused by a small number of facilities not complying with the quarantine guidelines, but many “We maintain a group-like way of making the good facilities of the company close.”
According to Professor Kim’s presentation data, group infections occurred in one in 100,000 beauty salons and three out of 100,000 restaurants and cafes.
“We need to lower the level of distance by strengthening our epidemiological and medical capabilities.”

In addition, Professor Kim stressed that the government should contribute to alleviating’social distancing’ by concentrating its quarantine and medical capabilities.
He pointed out that the speed and accuracy of the epidemiological investigation of group infectious diseases is inferior due to the lack of human resources for epidemiological investigations of local governments, and the lack of hospital beds for critically ill patients with Corona 19. “Social distancing is not an absolute criterion, but it also takes into account the ability to handle the medical system, so (if a bed is secured) a much weaker level of social distancing is acceptable.
Professor Kim said, “When the average number of confirmed patients is 130 in mid-September, if enough beds are secured, the second stage will be able to reduce the damage suffered by self-employed people for more than a month.” He pointed out, “We have not provided beds for patients, and the government has not prepared a system for mobilizing them.”
Kwon Soon-man “I don’t consider social costs just because I can’t see them”
On this day, Professor Kwon Soon-man, a professor at the Graduate School of Public Health at Seoul National University (President of the Korean Society for Health Administration), who came out as a speaker with Professor Kim on this day also announced that the government only had the’effects’ of the regulation through social distancing in a presentation entitled’For a Sustainable Corona 19 Response Policy’. He stressed that he was not calculating at all how much social’costs’ would cost.
Professor Kwon said, “If the social distancing is strong, even if the number of confirmed cases decreases, the social cost is high.” “Because we did not think about compensation for damage, we underestimated the cost of social distancing. In principle, compensation for damage is required. “You need to be able to properly assess the cost of distance.”
He added, “Because it is invisible, the government is ignoring future costs. Why not take into account the decline in employment, the bankruptcy of small-scale self-employed people, economic deterioration, and adverse health effects?” “Do not cling to social distancing too much. He pointed out that if we increase the capacity to handle the medical system, we can lower the cost in terms of society than now.
Also, Professor Kwon said that it is necessary to convince the people by preparing a’empirical basis’ for social distancing. Instead of abstract figures such as’Average Movement’ or symbolism such as’Awareness’, he ordered that after examining what components of distance are effective and establishing a basis,’cost and benefit’ should be considered in a balanced manner.
