Prime Minister Jeong Sye-gyun and Justice Minister Chu Mi-ae visited the eastern detention center in Seoul where the outbreak of a novel coronavirus infection (Corona 19) occurred.

Prime Minister Chung received a report on the current status of Corona 19 response and checked the central control office. “If the situation is not quickly stabilized, it is a very serious situation that can lead to distrust in the government,” he said. “I am very sorry for the lack of initial response.”

Prime Minister Jung said, “The public is worried a lot because a large-scale group infection has been confirmed in the correctional facility directly managed by the state.” “The prisoners who received negative judgments are transferred to other correctional facilities to be distributed and accommodated, and their incubation period will end. Until then, thorough management is necessary, such as performing full inspections periodically.”

He added, “Restricting prisoners’ counseling and family visits is an inevitable aspect to prevent infectious diseases,” he urged to minimize restrictions on the basic rights of prisoners. “From a prisoner’s point of view, it can be regarded as excessive human rights violations, so please consider ways to minimize restrictions on basic rights while thoroughly quarantining.”

Prime Minister Chung said, “Please cooperate closely with the quarantine authorities and the Ministry of Justice to promptly promote epidemiological investigations, and come up with effective measures to prevent recurrence based on this. Currently, the priority is to block the rapid spread of Eastern detention centers, “Because of the idea that group infections can occur at any time in other correctional facilities scattered in the city, please come up with overall quarantine measures.”

In addition to Minister Chu, Vice Minister Yong-gu Yong, Lee Young-hee, head of correctional headquarters, Park Ho-seo, head of the eastern detention center, Gang Tae-tae, the second vice minister of the Ministry of Health and Welfare, and Democratic Party lawmakers along with Baek Hye-ryeon and Song Ki-heon of the National Assembly Legislative Judicial Committee attended.

Meanwhile, the city of Seoul said that the number of confirmed COVID-19 group infections related to the Eastern Detention Center was counted as 958 nationwide as of 0 o’clock on the 2nd. According to the quarantine authorities, the figure is the sum of 915 prisoners of the Eastern Detention Center, 22 employees, and 21 related confirmed persons, including their families and acquaintances. On the 2nd, the Ministry of Justice again conducts a 5th total inspection on 1,128 prisoners.
