On the 4th day of the opening on the 7th, the two meetings of China (National Politics Association and NPC) are likened to the regular Korean National Assembly. Ideas and bills from more than 5,000 representatives gathered in Beijing are pouring out. There are also quirky geek ideas that go beyond common sense.
Ju Rye-we (朱列玉 55), the head of Guoding, Guangdong, a law firm known as the’King of Geek Proposal’, came up with strange ideas every year, insisting that a surrogate mother is conditionally allowed this year. He argued that if a surrogate pregnancy is legalized conditionally, the rights and interests of the surrogate mother can be protected and illegal acts can be suppressed. When a reporter in the Chinese newspaper Hongxing newspaper pointed out that “if surrogate pregnancy is conditionally allowed, it promotes commercialization of surrogate mothers.” The chief executive said, “A surrogate mother does not have to be a woman. The test tube child can do it too,” he gave an absurd answer. “I didn’t study this field. The reporter asks you to check whether a woman must have a surrogate pregnancy.”

Proposal of’Do Not Encourage Rural Students to Go to University’ also appeared.

On the 7th, Hong Kong’s Myungbo said, “Proposal to fill in the numbers,” on the 7th to the answer without minimal research and no responsibility. “The chairman of the Jurye Committee proposed the cancellation of the criminal disposition of the drunk driver, which provoked a backlash from netizens and traffic police.”

The absurd argument did not stop at legalizing a surrogate mother. Discriminatory and ignorant proposals such as “Let’s not encourage rural students to go to college” and “Let’s ban the childbirth of those with less than middle school graduates” came out. Chinese netizens said, “Who elected the representatives and committee members, how?” and argued that “we need a system of censure to prevent low-quality proposals.”

Although peculiar, proposals that reflect China’s social problems have also emerged. One of them is the reinforcement of the punishment of surrogate mothers. Zhejiang Province Wenzhou City, Vice Chairman of the Association of Culture and Arts, Jiang Shengnan, said, “A lot of surrogate mothers are victims for the benefit of others, but there is no legal supervision or legal status for surrogate mothers.” The principle of punishing organized crime related to pregnancy should be clarified.”

A solution to the problem of labor reduction caused by low birthrates has also emerged. Guangdong NPC president Zhang Hongwei (張紅偉) received attention for proposing a school system reorganization. CEO Chang Hong-wei insisted that the school system be reorganized to “5 years in elementary school + 3 years in elementary and middle (junior high school) + 2 years in high and middle (high school)”, and that the existing compulsory education, which is 9 years in elementary and middle school, should be increased to 10 years including high school. He said, “I enter elementary school at the age of 7 and, according to the current school system, I graduate from high school at the age of 19 and college at the age of 23. If you go to graduate school and have a job shortage, you must reach 30 to find a job,” he argued.
