A bill comes out to enforce the limit on payments for internet broadcasting. The Korea Communications Commission announced on the 17th that together with the Democratic Party lawmaker Han Joon-ho, they are promoting the revision of the’Telecommunications Business Act’ that can prevent damage to users of personal Internet broadcasting services.

Last year, an elementary school student paid a deposit of 130 million won to the Hakunara Eve internet broadcaster without parental consent, resulting in controversy. In 2017, an African TV star balloon was used to pay 60 million won worth of money, and a case was revealed at the National Assembly audit. Internet broadcasting platforms are operated as a system that converts cash into items such as star balloons and pays them to Internet broadcasters.

In 2019, the Korea Communications Commission recommended that operators comply with self-regulation, such as preparing guidelines for payment of paid-sponsored items for Internet personal broadcasting. Afreeca TV has adjusted its daily payment limit to 1 million won, but it is evaluated that it did not produce any practical effect in a situation where there are many operators.

Through the revised bill, the Korea Communications Commission imposes obligations on Internet personal broadcasting platform operators such as △Measures to set payment limits △Strengthen protection for minors △ Force operators of a certain size or larger to provide user protection counters △ Prevent illegal transactions called’star balloon gangs’ I put it.

Currently, Internet personal broadcasting platform operators are’value-added communication service providers’ and have the same legal status as other Internet service providers, but the Korea Communications Commission separately stipulates Internet private broadcasting as a type of’special value-added communication service provider’. Regarding the criteria of a’special value-added communication service provider’, the KCC said, “Additional communication service that mediates audio, video, or audio and video by one or two or more facilitators using an information and communication network to provide audio, video, or audio and video in a two-way Internet protocol method. ”

The KCC’s authority is also expanded. In order to create a sound transaction environment for the Internet personal broadcasting platform, the Korea Communications Commission can check the operation and management of the Internet personal broadcasting platform and the operation of the user protection window, and request the submission of data.

Chairman Han Sang-hyuk said, “As the entry of non-face-to-face society such as Corona 19 accelerates and the use of single-person media such as Internet personal broadcasting platforms increases, the need for policies to strengthen accountability and prevent user damage has grown. Through the improvement, we will create a healthy one-person media use environment.”
