President Moon Jae-in said on the 4th, “Now with the opening of KTX-Ieum, the Republic of Korea has risen as a high-speed rail powerhouse in name and reality.”
President Moon said this at the opening ceremony of the low-carbon, eco-friendly high-speed train’EMU-260 (KTX-Ieum)’ held at Wonju Station in Gangwon-do this morning. President Moon emphasized, “Now, I can arrive from Cheongnyangni to Jecheon in 1 hour and Andong in 2 hours with KTX-Ium.” President Moon tested the KTX-Ium for about 25 minutes from Wonju to Jecheon on this day. The KTX-Ieum runs between Cheongnyangni and Andong on the Jungang Line from the 5th.
The KTX-Ieum, which President Moon boarded on this day, is the nation’s first power distribution high-speed train. Power units are arranged for each carriage, boasting high transport capacity. Unlike power-intensive high-speed trains that have a power source at the front and rear of the train, all passenger cars can be used as cabins, so transportation efficiency is high. The 4th generation railroad wireless communication network is applied so that the train and the control center can exchange information quickly with each other, and all passengers can use Wi-Fi and mobile communication.
Korea Railroad Corporation President Son Byeong-seok, who attended the opening ceremony, explained, “It is equipped with not only one window per person, but also a wireless charger for mobile phones and personal VOD.”

President Moon particularly appreciated that the KTX-Ium operation provided an opportunity for balanced regional development. President Moon said, “The Central Line, which runs from Cheongnyang-ri to Wonju and connects to Busan by Donghae Line, is the second terminal railroad in Korea after the Gyeongbu Line, but the Mugunghwa is still the most in operation.” There are also night trains that take 7 hours.”
He said, “If the rest of the double track rail business is completed in 2022, we can go to Busan in 3 hours,” he said. “We will provide the best high-speed rail to the residents of Gangwon, Chungbuk and inland Gyeongbuk, who have long been waiting for the opening of the high-speed rail.” He then emphasized, “It will increase the vitality of the local economy, reduce environmental pollution, and achieve the effect of one stone and three trillion helping the mutual growth of the metropolitan area and the region.” In his closing remarks, President Moon said, “I think it is the start of balanced regional development for everyone to enjoy equal rights of transportation.” “We are able to achieve that dream.”
It also revealed three policy directions for rail transport innovation. President Moon said, “I will make this year, the first year of implementation of the Paris Climate Agreement, the first year of supplying low-carbon and eco-friendly trains,” and “We will replace all diesel passenger locomotives with KTX-Ium by 2029.”
In addition, he said, “We will become a powerhouse in transportation infrastructure, including railroads,” and “We will take off our feet in overseas expansion based on the best technology and stability so that our railroads can reach the global market.” Hyundai Rotem, which produced KTX-Ium, plans to promote overseas exports with the opening in Korea.

President Moon said, “By 2025, we will invest more than 70 trillion won to speed up the high-speed rail, main rail network, and metropolitan express rail business.” I will shorten it to mine.”
President Moon, who is usually interested in history, also pointed out the meaning of the restoration of Imcheonggak through the change of the central railway line. Im Cheong-gak (Treasure No. 182) is the birthplace of Seok-ju Lee Sang-ryong, who served as the first state secretary of the Provisional Government, and is the birthplace of 11 independence activists. However, Japan deliberately bypassed the route and the 99-room mansion was cut in half.
President Moon said, “About fifty cells of the ninety-nine-kan old house, which is also the oldest residential area in Korea, were torn down, and trains passed several times a day to the front yard of Imcheonggak.” It is deep.”
He said, “We will start the maintenance project around Imcheonggak from June and restore it to its intact form by 2025.”
