President Moon Jae-in presented a “national consensus” as a prerequisite for the amnesty of two former presidents Lee Myung-bak and Park Geun-hye, which recently focused on public attention at a New Year press conference on the 18th. At this press conference held in the fifth year of the Moon Jae-in administration, the amnesty of two former presidents was the first question. ‘Amnesty’ was brought up by Democratic Party representative Lee Nak-yeon from the first day of the new year, and it became a controversy in politics as a strong backlash from supporters of President Moon.
In addition, as former President Park Geun-hye was recently sentenced to “22 years in prison” in the Supreme Court, it has a requirement to receive an amnesty. The opposition party insisted that the two former presidents needed pardons because of national unity.
President Moon agonized over this a lot, but honestly I decided to tell you my thoughts, and said, “Now is not the time to say pardon.” One of the reasons is that former President Park’s brother was confirmed on the 14th, just four days ago. President Moon said, “To say pardon as soon as the sentence is over, although pardon is the authority of the president, there is no right to say that to politicians including the president.”
The other reason is that the two former presidents have not admitted the charges. President Moon said, “I think the common sense of the people will not tolerate this movement that denies past mistakes and demands amnesty in the face of not acknowledging the results of the trial, and it is difficult for me to accept it.”
Representative Lee Nak-yeon, who raised the’amnesty’, met with reporters during a press conference for President Moon and said, “I respect the will of the President.”
President Moon expressed negative views on the amnesty of not only the two former presidents, but also politicians such as former Prime Minister Han Myung-sook. “I personally feel sorry for the former prime minister or the two former presidents,” he said. “But I personally feel sorry for him and the exercise of the president’s pardon is quite different.” He said about the president’s right to pardon, “it’s been delegated by the people, so the president can’t do it at will.”

President Moon’s approval rating surpassed the 70% level due to the corona defense performance in the first half of last year, but plunged to less than 40% in August last year as real estate prices surged. In this regard, President Moon admitted that he did not achieve his intended results, saying, “We have focused on suppressing real estate speculation so far, but we have not succeeded in stabilizing real estate in the end.”
However, the reason was not the’policy failure’ pointed out by the opposition, but the liquidity in the market and the increase in single-person households. President Moon first mentioned, “Like other countries, the market liquidity is very rich, and money is being driven into the real estate market at low interest rates.” “The population declined last year, but (the number of households) increased by a whopping 610,000 households,” he said, “an increase in the number of households that did not exist in the previous year.” Accordingly, the head of the real estate policy was changed from former Minister Kim Hyun-mi to Minister Byun Chang-heum, but the current government’s real estate policy is unlikely to change.
President Moon said that Minister Byeon will announce a new real estate supply policy before Lunar New Year (February 12). He explained, “We want to come up with special measures in the real estate supply while maintaining the stance of suppressing speculation,” he explained. “The aim is to relieve public anxiety about the lack of supply at once.” As for the direction of new supply measures, he mentioned the development of the station area and the bold development of new housing sites.
President Moon Jae-in showed confidence in the coronavirus quarantine and the economic outlook for this year. When there were few questions related to quarantine, I even said, “Do you have any questions because you are good at quarantine?”

He added, “It is very rare in a country that can recover before the coronavirus by combining economic growth in 2020 and this year,” he said. “Korea has confidence to recover the level before the corona situation within the first half of this year.”
