On the afternoon of the 28th, President Moon Jae-in approved the appointment of candidates for the Minister of Land, Infrastructure and Transport Byeon Chang-heum and the Minister of Gender Equality and Family Jeong Young-ae. As a result, Minister Byeon became a ministerial figure who failed to obtain the consent of the 26th opposition party after the Moon Jae-in administration was launched.

Blue House spokesman Kang Min-seok said on the same day, “President Moon gave a review of candidate Byun and Candidate Jung, whose personnel hearing progress report was adopted at the National Assembly at 5:17 pm.” The terms of office of Minister Byeon and Chung will begin on the 29th.

The Blue House said that the two candidates were “adopted by the National Assembly,” but candidate Byeon and Candidate Jung differ in the adoption process. Candidate Jung’s hearing report was adopted as an agreement between the opposition parties, reflecting the ineligible opinion raised by the opposition party at the National Assembly Women and Family Committee on that day.

On the other hand, the hearing report for Candidate Byeon was adopted after a standing vote by members of the Democratic Party, while members of the People’s Strength refused to vote at the National Land Transportation Committee on that day. Accordingly, Candidate Byun left a record of becoming a minister-level person appointed without the consent of the 26th opposition party, following Unification Minister Lee In-young and National Intelligence Service chief Park Ji-won. The senior officials appointed without the consent of the opposition were the Roh Moo-hyun administration, the Lee Myung-bak administration 17 and the Park Geun-hye administration 10.

Candidate Byun caused controversy over his qualifications in the process of hearing. Candidate Byun said, “If only he (Gui-eung Kim) took a little care, it could be as if nothing had happened” about the case of Kim Gun, who died in a screen door accident at Guui Station when he was the president of Seoul Housing and Urban Corporation (SH) in 2016. Regarding the rental housing communal restaurant, the problem was when he said, “Would people who don’t live eat at home or if they say they’re crazy?” At a personnel hearing on the 23rd, “Women are reluctant to eat breakfast (with someone they don’t know) because of makeup,” and there was a controversy about the lack of gender sensitivity.

In this regard, at a general meeting of the National Assembly’s National Land, Infrastructure and Transport Committee held to adopt the hearing report on candidate Byeon, Democratic Party Rep. Kim Hoi-jae said, “The remarks of candidate Byeon, such as remarks that were extremely insufficient in the past, will never be able to pass lightly. “I have to seriously consider whether it is desirable for the country and the people to fall down because of this. Rep. Cho Eung-cheon, a secretary of the Democratic Party’s Homeland Commission, said, “There is a point that (the candidate) has been sold too much,” he said.
