The Blue House said that the two candidates were “adopted by the National Assembly,” but candidate Byeon and Candidate Jung differ in the adoption process. Candidate Jung’s hearing report was adopted as an agreement between the opposition parties, reflecting the ineligible opinion raised by the opposition party at the National Assembly Women and Family Committee on that day.

On the other hand, the hearing report for Candidate Byeon was adopted after a standing vote by members of the Democratic Party, while members of the People’s Strength refused to vote at the National Land Transportation Committee on that day. Accordingly, Candidate Byun left a record of becoming a minister-level person appointed without the consent of the 26th opposition party, following Unification Minister Lee In-young and National Intelligence Service chief Park Ji-won. The senior officials appointed without the consent of the opposition were the Roh Moo-hyun administration, the Lee Myung-bak administration 17 and the Park Geun-hye administration 10.
