It is known that a rare species was planted densely in the land purchased by LH employees before the Gwangmyeong Siheung New City was designated as suspicion of land speculation by employees of the Korea Land and Housing Corporation (LH) was spreading.

According to the land compensation and appraisal industry on the 8th, an executive-level employee A, who worked on land compensation at LH, purchased land in Siheung District in Gwangmyeong from 2017 to 2020, plowed the field, and planted a king willow tree, which is considered a rare species, on the spot.

Mr. A is suspected of doing this because he knows how to get high rewards.

The enforcement rules of the Land Compensation Act stipulate that “the amount of compensation for the loss of trees shall not exceed the amount assessed based on the normal diet (planting condition of trees capable of normal growth).” It is aimed at preventing speculation by crowding.

One appraiser explained, “It depends on the tree species, but if the seedlings are usually planted at intervals of 1 to 1.5 m based on the seedlings of about 0.5 m in length, they will be judged closely and appraised.”

The problem is that since the tree planted by Mr. A is a rare species, there is a fear that the compensation amount will increase due to insufficient data and evidence for compensation.

Shin Tae-soo, CEO of the Land Compensation and Real Estate Development Information Platform Jijon, said, “The data and standards for land compensation for rare species are insufficient, and the probability of land owners hitting the lottery according to LH’s obstacle investigation guidelines outside of strict regulations increases.” He said, “If you’re not a player like an LH employee, you can’t do this.”

Another appraiser said, “Rare trees have a difficult part to grasp in appraisal,” but “For difficult obstacles, appraisers commissioned specialized agencies, but they are not expensive large trees, and they are not expensive, and they request appraisals of saplings to specialized agencies. There are very few cases.” In other words, there is a high possibility that compensation will be charged at the discretion of the investigator.
