Postponed electricity rate increase in the second quarter… ‘Once you’re lucky’

[Chungbuk Ilbo] KEPCO delayed the increase in electricity rates in the second quarter of this year (April-June).

It is explained that although the factors of the increase occurred due to the rise of international oil prices, etc., stability of the lives of the people suffering from the prolonged corona 19 crisis was a priority.

However, there is still a possibility that electricity rates will increase after the third quarter of this year.

On the 22nd, KEPCO unveiled the’Calculation of Fuel Cost Adjustment Unit Price for April-June 2021′.

Looking at the calculation details, the average earnings fuel cost for April-June by fuel is △Bitcoal 113.61 won/kg △LNG 508.97 won/kg △BC oil 442.64 won/kg.

From December 2020 to February 2021, the earnings fuel cost (after-tax trade statistics price), calculated as the average fuel cost, rose every month.

Bituminous coal costs △106.79 won/kg in December 2020 △114.37 won/kg in January 2021 △119.67 won/kg in February.

LNG is △420.13 won/kg △482.84 won/kg △623.96 won/kg.

BC oil is △412.67 won/kg △436.76 won/kg △478.48 won/kg.

The increase in average fuel cost means that the increase in electricity rates has occurred.

However, in the operation guideline 2-4 of the fuel cost adjustment fee in Attachment 8 of the electricity supply agreement,’reservation of the imposition of the adjustment fee in case of emergency’ is set.

This operating guide says,’If there is a notice that the Minister of Trade, Industry and Energy temporarily suspends the application of the fuel cost adjustment unit price in whole or in part for the stability of people’s lives and smooth operation of the national economy due to the possibility of remarkably fluctuating electricity rates.’ Stated.

Accordingly, the fuel cost adjustment unit price for April to June will be applied at’-3 won/kwh’, which is the same as in the previous quarter (January-March).

Like the first quarter, the second quarter will be discounted by 3 won per 1kwh of electricity used at home.

In the case of households using 350kwh of high-pressure for a house per month, the’electricity charge’ excluding the basic charge and climate environment charge is 36,000 won. Here, 1,50 won (3 won × 350) is discounted as the’fuel cost adjustment amount’.

KEPCO said, “The government has caused the adjustment factor for fuel cost adjustment due to the rise of international oil prices, but has informed us to keep the adjusted unit price in the second quarter the same as in the first quarter (-3 won/kwh). The temporary soaring effect of LNG prices caused by the wave was delayed to be reflected immediately, and we tried to stabilize the lives of people who are suffering from the prolonged Corona 19.

Due to the delay in raising electricity rates, the stress of’immediately’ is not felt, but the possibility of an increase in the future remains.

This is because the price of fuel used to generate electricity has not stopped rising. The rate of increase in post-tax trade statistics price in February compared to December last year by fuel was △ 12.6% of bituminous coal, △ 48.5% of LNG and 15.9% of BC oil.

In addition, the increase in the cost of electricity production due to nuclear power plant removal can be a factor that instigates an increase in electricity rates.
