[에너지경제신문 이원희 기자] Solar power generation businesses, whose sales have declined due to a novel coronavirus infection (Corona 19), can also be compensated for 1 million won with the 3rd disaster support fund,’small business owner’s support fund’.

According to the industry on the 14th, the photovoltaic power generation industry is classified as a general industry and is subject to supporting funding.

Solar power generation companies also suffered damage from the corona 19 effect. This is because the power wholesale price (SMP) fell as the industry contracted due to Corona 19, which resulted in a decrease in power demand and a fall in oil prices. The average SMP in 2019 was 90.9 won per 1 kWh, but the average SMP in November of last year fell 46% to 49.8 won per 1 kWh. This is the result of the steady decline in SMP throughout the year.

Amid falling SMP prices, the spot price of a new renewable energy supply certificate (REC) continued to fall, and solar power generation companies have been complaining about the difficulties of their business.

Last year, the average REC spot price was 42,366 won, down 34% from the average REC price of 63,349 won in 2019.

In some cases, solar power generation companies’ profits are guaranteed to be stable through a fixed price contract (RPS) or a power generation difference support system (FIT). However, solar power generation companies that have not signed a fixed contract sell RECs with RPS spot bidding, and the sum of SMP and REC spot prices determines the power generation profit.

An official from the renewable energy industry explained, “Among the solar power generation business, small business owners who are eligible for the support fund will mainly receive power generation self-employed persons participating in RPS spot bidding.

The support fund is subject to last year’s sales of 400 million won or less, and can be received if last year’s sales decline from 2019.

If you started the business last year, the target is less than 400 million won when converted into annual sales from September to December of last year. You can receive it if your sales in December of last year decreased from the average sales from September to November.

Support fund can be applied by the end of January. If the application deadline is changed, it will be announced again in January. The text message may not have been delivered properly as all subjects have not yet applied for the support fund.

Bong-hwan Cho, chairman of the Small Business Market Promotion Corporation, said, “There seems to be a case where the text message has not yet been delivered or the identity verification has not been made during the application process,” he said. “We will continue to provide text information.”

However, some point out that it is inappropriate to compensate for the decline in sales caused by the decline in REC prices, which is not very related to Corona 19, with supporting funds.

Dr. Noh Seok’s Future Energy Policy Research Institute said, “Rec price decline is the main cause of the excess supply of renewable energy, and it is difficult to find a direct relationship with Corona 19.” said.
