Penalties for parking for more than 12 hours at a single electric vehicle charging facility

[단독] 'Penalty' for parking for more than 12 hours at an electric vehicle charging facility

As early as the end of March, if electric vehicles or hydrogen cars start charging at the slow charging facility and do not move the car even after 12 hours, a fine will be imposed. Until this time, only electric vehicles parked in rapid charging facilities for a long time were subject to crackdowns and fines. The government, however, is planning to make an exception for the time being, considering the environment where slow chargers installed in residential facilities such as apartments are mainly charged during nighttime sleep.

‘If you park for more than 12 hours, you will be fined 100,000 won’

According to the government on the 6th, the Ministry of Trade, Industry and Energy recently announced a partial amendment to the’Act on the Promotion of Development and Distribution of Environmentally Friendly Vehicles’ (Charge Obstruction Prohibition Act) by February 15th. The key is to establish a legal basis for enforcement and fines for electric vehicles if they continue to park after charging in the slow charger. The current law imposes a penalty of 100,000 won only for electric vehicles using a rapid charging facility to continue parking in the charging area two hours after starting charging, which means that it will be extended to slow charging facilities.

The revised decree will be implemented as early as late March after collecting opinions and administrative procedures. Although the standards and amount of fines have not been confirmed, it is highly likely to be ‘100,000 won if parked for more than 12 hours’. This is because the time it takes to charge through the slow charging facility is usually around 10 hours. An official from the Ministry of Industry said, “The fine will be similar to the regulations for rapid charging facilities.”

However, the Ministry of Industry excluded slow chargers installed in residential facilities such as apartments from the crackdown. It is explained that electric car owners put their cars at a charging facility after work, charge them during the night’s sleep, and take them to work the next day.

Government “Review to apply to apartment in the future”

There are many complaints from electric car owners asking, “Please designate the slow charger in the apartment complex as the subject of crackdown and fines”. Electric vehicle owner Shin Mo said, “Please allow us to request movement when parking for more than 12 hours in apartments and other apartments. “The place where disputes arise due to parking of the slow charger is mainly in the parking lot in the apartment,” said Choi Mo. “The night sleep time does not exceed 12 hours.”

The Ministry of Industry is in a position to collect opinions and review future revisions of the law. An official from the Ministry of Industry explained, “It is possible to revise the law, not the enforcement decree, to crack down on parking and impose fines for apartment slow charging facilities, but we are preparing to amend the law through the legislative law.” The official added, “We are also looking into a plan to pay fines if the internal combustion locomotive is parked at the charging facility in the apartment.” .
