Article 34 (1) of the Prosecutors’ Office Act requires the Minister of Justice to hear the opinion of the Prosecutor General before making a request for prosecutors to the President. This provision was stipulated in the law in January 2004 when the participatory government, President Moon Jae-in, was the senior citizen of the Blue House. Former Minister Choo Mi-ae ignored this in three greetings last year, and the prosecution responded that Park also had the skin of ‘listening’ in his first greeting, ignoring the opinion of the president.
