Mapo-gu, Seoul, has decided not to impose fines for meetings of seven members, including broadcaster Kim Eo-jun. On the other hand, Yongsan-gu is planning to impose fines on five members, including former Supreme Commissioner Lee Jun-seok and Jang Kyung-tae, and Democratic Party lawmaker, who violated the same quarantine rules as Kim.

An official in Mapo-gu said on the 19th, “We decided not to impose fines on Mr. Kim and others for violating the executive order banning private gatherings with more than 5 people.”

On January 19th, more than five people involved in the production of TBS’Kim Eo-Jun’s News Factory’ including Mr. Kim held a meeting at a coffee shop in Sangam-dong, but they did not see this as a private meeting.

The Seoul Metropolitan Government previously interpreted this meeting as a private meeting, violating the administrative order and subject to fines, and informed Mapo-gu on the 3rd of last month. According to the standards stated by the Central Disaster and Safety Countermeasures Headquarters, business meetings held by companies, etc., are not private meetings, but after that, attendees having meals are private meetings that are not related to work.

Mapo-gu, however, decided not to impose a fine on the 18th, a month later. The Seoul Metropolitan Government is in a position that it cannot be helped. Mapo-gu Office is the administrative agency that makes the disposition under the statute, and the city has no basis for intervening in the statute just because it has concluded a different conclusion from the judgment of Seoul.

Meanwhile, Yongsan-gu decided to impose a penalty of 100,000 won each for five people, including former Supreme Commissioner Lee Jun-seok and Rep. Jang Kyung-tae, who drank alcohol together at a restaurant in Yongsan-gu on the 2nd. An official in Yongsan-gu said, “We decided to immediately administer the administrative disposition after receiving an answer that the Seoul City could dispose of the fine based on the CCTV footage reported in the media. Yongsan-gu also plans to conduct an on-site investigation as soon as the Seoul City interprets the disposition of the restaurant owner.
