It turned out that the controversial Japanese government app was developed as a subcontractor to a subcontractor because the notification did not sound for more than 4 months even after contacting a person infected with Corona 19.

Some point out that it was neglected for a long time due to the complex contract structure.

According to the Asahi Shimbun of Japan on the 22nd local time, the Ministry of Health, Labor and Welfare signed a contract with Purseul Process & Technology, an IT company, of 390 million yen (about 4.13 billion won) to develop the Corona 19 app (COCOA, Cocoa).

Since then, Purseul Process & Technology subcontracted 3 companies, including MTI and Microsoft Japan, for about 366 million yen (about 3.9 billion won), and MTI subcontracted to two other companies.

In the end, Fursil Process & Technology took only 22 million yen (about 230 million won) and handed over most of its business to other companies.

Asahi Shimbun said, “There is such a complicated contract structure behind the background of the app being neglected for a long time.”

Also, the percentage of subcontracts was controversial.

In principle, the Ministry of Health, Labor and Welfare prevents the percentage of subcontracted contracts from exceeding 50% of the contract amount.

Purseul Process & Technology did not keep this and subcontracted.

However, an official from the Ministry of Health, Labor and Welfare said, “There is no problem with the procedure,” saying, “It was recognized as an exception because of the variety of tasks.

The company also said, “The subcontracting amount was approved by the Ministry of Health, Labor and Welfare.”

Meanwhile, COCOA is an app that informs you that you have been in contact with a corona19 confirmed patient for 15 minutes within 1 meter.

However, in the Android version, there was a problem such as no notification sounding from the end of September last year, and the Ministry of Health, Labor and Welfare announced that there was a defect only on the 3rd.
