Newspim-Naver, Kakao, Toss, and identity verification agencies were eliminated

[서울=뉴스핌] Reporter Kim Sun-yeop Nae-kyung Nae = There was no surprise. The Korea Communications Commission decided on the 9th that it would not designate Viva Republica (Toss), Kakao, and Naver as identity verification agencies.

Although the era of non-face-to-face has arrived, the KCC still adhered to the position that it is only possible to verify identity through face-to-face.

On this day, the Korea Communications Commission held a general meeting and determined that Toss, Kakao, and Naver were all inadequate to the screening criteria.

According to the Korea Communications Commission, on September 22 last year, Viva Republica, Kakao, and Naver identity verification agencies submitted applications for identity verification agencies to the Korea Communications Commission, and the Korea Communications Commission conducted document review and on-site inspection for the applicants.

In addition, in November of last year, the applicant notified the results of the examination and listened to their opinions, and from December last year to January of this year, additional review and legal advice were conducted.

As a result, in the case of Toss, a separate identification system was established, but he pointed out that it does not have an alternative means issuing facility as it plans to provide an identification service using the means of other organizations instead of directly creating a means of replacing the resident registration number for identification. Accordingly, the KCC judged that it was unsuitable for facilities to manage and provide identification information issuance, identification information, duplicate subscription confirmation information, and connection information.

In the case of Kakao and Naver, an alternative means of resident registration number is issued to provide identification service to members who have signed up for an existing non-real name account. The Korea Communications Commission saw that this exists.

Standing Committee member Kim Hyo-jae explained, “There may be a controversy that the Korea Communications Commission is too insisting on the means of face-to-face verification when the results are announced. However, in terms of social sentiment, this does not mean that we limit non-face-to-face verification means.”

Chairman Han Sang-hyuk emphasized, “As a result of the verification and review by a judging committee composed of experts, at least in the process of reviewing, the opinion that the value of protection and safety should be considered at least as it is the collection of private personal information and the demand for user convenience,” he stressed.

Chairman Han said, “As a company that handles identification information, it is difficult if there is room for use of identification information in a way other than the intended purpose.” It is necessary to review whether it is there.”
