From 2021, some of the support policies related to automobiles and transportation will be strengthened. The protection policy for the traffic weak is also thickened. In line with the emergence of the new mobility field, drone-related policies will also be reorganized. The EV subsidy policy will also be partially adjusted. The car and transportation policies that will change in 2021 are summarized.

Adjust subsidies for electric vehicles. Depending on the mileage and efficiency, the maximum amount of KRW 12.7 million for electric cars and 27 million KRW for 1t electric truck subsidy is paid. For electric passenger cars, a subsidy cap is introduced. The 1t electric truck subsidy will be reduced by 2 million won. An additional 2 million won for electric taxi subsidies, up to a maximum of 18.2 million won, is provided.

Strengthen regulations related to child protection zones. In case of violation of parking and stopping in a child protection zone, the fines and penalties for negligence will be increased to three times on general roads. The penalty for parking and stopping on public roads based on a car is 40,000 won, and 120,000 won for violations in child protection zones. Effective from May 11, 2021.

Adjust the speed limit in the protected area for the vulnerable. The speed limit in residential, commercial, and industrial areas with many pedestrians is limited to 50 km/h, and the road on the back side of residential areas is limited to 30 km/h. Drivers drive according to the speed signs in each area, but if there are no separate signs, they need to follow 50 km/h. In some areas, up to 60 km/h is allowed at the discretion of each local government. Effective from April 17th.

The punitive compensation rules related to automobile defects shall be applied. If the manufacturer knows the defect but does not take corrective action, serious damage to life, body and property shall be compensated within 5 times of the damage. Here, if the government conducts a defect investigation, the automobile manufacturer, etc., must submit the data, and under the conditions prescribed by Presidential Decree (frequent fire, etc.), it is considered defective if the data is not submitted. In addition, damages to life, body and property caused by defects pursuant to Article 31 (1) of the Automobile Management Act shall be compensated by the manufacturer, etc. with no negligence responsibility. We also raise the penalty for procrastination recalls from 1% to 3% of the car model’s sales. Effective from February 5th.

Exclusive insurance for business vehicles operated by private business owners is newly established. Businesses (including those subject to verification of sincerity reporting, professional professions such as lawyer business and accounting business) are obligated to subscribe to exclusive insurance for business vehicles except for one of the business cars they have. If you do not subscribe, only 50% of the vehicle-related expenses are recognized as necessary expenses. Lease users are considered to have subscribed to exclusive insurance if certain conditions are observed when signing a special contract. These are the regulations applied when calculating business income, etc. generated from January 1, 2021.

The drone one-stop civil service service will be implemented in August. Drone flight approval, special flight approval, aerial photography permit, business registration, device report, etc., can be processed in a batch through PC and mobile devices. At the same time, the government plans to establish a whole life cycle management system such as drone registration (device report, business registration), operation (flight approval, aerial photography permission), and cancellation.

New qualification requirements for drivers of vehicles carrying dangerous goods will be established. In accordance with the revised draft of the Dangerous Goods Safety Management Act, regulations on qualification requirements for transporters of dangerous goods and regulations on punishment for unqualified persons were newly created. You must obtain a national technical certificate or complete dangerous goods safety training. It is enforced from June 10th, and drivers of existing dangerous goods transport vehicles must meet the qualification requirements within one year after the implementation. In case of violation, a fine of 10 million won or less is imposed.
