The new Seoul High Court Chief Kim Gwang-tae was appointed as the president of the Daejeon High Court in February last year at a regular greeting, and then came back to the Seoul High Court. Sung Ji-yong, the new Seoul Central District Court chief, was appointed as the Chuncheon District Court last year, but after a year he moved to Seoul Central District Court.

A vice-president judge working at the Seoul High Court said, “If you are appointed as the chief of the court, you usually served as the chief of the court for two years, but it is unusual to move in one year,” he said.

Another vice-president said, “Unlike the past, the concept of a two-year term of office is blurred in the current Supreme Court chief system.” He explained, “The chief of the Central District Court in the Minjung-gi period has been there for three years, and Kim Moon-seok, the head of the Judicial Research and Training Institute, has also been the third year.”

The new Chief Justice of the Central Court was also a member of the progressive judges’ meeting.

After the inauguration of Chief Justice of the Supreme Court, Mr. Sung, the successor of Chief Justice Min, served as a member of the’Additional Blacklist Investigation Committee of the Judiciary’ in November 2017. He is also a member of the International Human Rights Law Research Association, a successor to the Korean Law Research Association, which used to be a progressive judiciary organization within the court. Former Seoul Central District Court Chief Min Joong-ki was chairman of the Blacklist Additional Investigation Committee of the Judiciary and a founding member of the Korean Law Research Association.

In the appeal trial of Pastor Jaerock Lee, who was handed over to trial on charges of sexual assault in Shinto in 2019, Chief Justice Sung also served as the judge and sentenced him to 16 years in prison, which is one year longer than the first trial.

Deputy Judge Lee Gyun-yong (60/16) was appointed as the head of the Daejeon High Court and Kim Chan-don (62/16) was appointed as the Daegu High Court Chief. Park Hyo-gwan (60·15) was relocated to the head of the Busan High Court, and Jung Jong-gwan (58·16) was relocated to the Suwon High Court.

In-gyeom Kim (58·18), the current deputy chief of the Court Administration Department, moves to the position of the Seoul Family Court.

Candidate recommendation system conducted by 7 courts

According to the nomination system for candidates for the head of the court held in seven courts this year, candidates recommended by the judges of the courts were appointed as the head of the court. Seoul Rehabilitation Court Chief Justice Seo Gyeong-hwan (55/21), Seoul Southern District Court Chief Kim Yong-cheol (57/25), Seoul Northern District Court Chief Kim Han-sung (57/24) Chief Judge, Deputy Judge Kim Hyung-hoon (54th and 25th term) was seen as the head of the Uijeongbu District Court. Hwang Young-soo (56·23) was appointed as the head of the Daegu District Court, and Jeon Sang-hun (56·22) as the Busan District Court chief judge. However, in the case of the Gwangju District Court, the Incheon District Court Chief Judge Go Young-gu (63rd and 20th term) was appointed, not the recommended candidate.
