On the 7th, the Fair Trade Commission announced on the 7th that it had prepared a whole amendment bill for the’Act on Consumer Protection in Electronic Commerce, etc.’ (hereinafter referred to as the E-Commerce Act) and announced legislation. The FTC explained the background of the implementation, saying, “The need for amendments to the law reflecting changes in the market situation, such as the rapid growth of the online distribution market due to the acceleration of the digital economy and non-face-to-face transactions, and the reorganization of the transaction structure centered on the platform was raised.”

Accordingly, online platform operators, such as Naver, Coupang, and the People of Delivery, must compensate for the damage with the contracting company if damage occurs to consumers during the transaction process. Consumers can also selectively claim compensation from platform operators and merchants. In addition, in order to strengthen the protection of consumers in interpersonal transactions, platform operators can provide the seller’s identity information.
The Fair Trade Commission said, “The current law enacted in 2002 was designed based on the traditional mail-order sales method, so it has limitations in effectively responding to the changed market conditions and properly governing the obligations and responsibilities of business operators. · Even though the degree of involvement in transactions has increased, the current law is exempted from being exempted from being an intermediary, and consumer damage relief has not been properly implemented,” he pointed out. In addition, he added, “As transactions through delivery apps, SNS, and C2C platforms increase, consumer complaints are also increasing, but damage relief and dispute resolution devices are insufficient.”
The Fair Trade Commission said, “If all amendments are passed through the National Assembly, effective law enforcement and substantial consumer damage relief will be achieved in the changed market environment.” It is expected that frequent consumer damage will be effectively prevented and relieved without gaps.”
