The urban railway line 9 extension project will be promoted in the Wangsuk district (66,000 households) in Namyangju, Gyeonggi-do, the largest of the 3rd new cities. In the Changneung District (38,000 households) in Goyang, a new urban railway line (Goyang Line) will be constructed, and Changneung Station on the Metropolitan Express Railway (GTX)-A line will be built.

The Ministry of Land, Infrastructure and Transport announced on the 29th that it has confirmed measures to improve metropolitan transportation in Namyangju Wangsuk and Goyang Changneung after deliberation by the Metropolitan Area Transportation Committee. Through this, the plan is to allow a 30-minute commute to downtown Seoul such as Seoul Station.

It was decided to pursue 18 projects by investing 2.3 trillion won in Wangsuk in Namyangju. The core project is the extension of subway line 9, connecting Gangdong-Hanam-Namyangju in Seoul. The goal is to spend 1.5 trillion won and complete it by 2028. There is also a project to connect Byeolnae Line, an extension of Line 8, with Jinjeom Line. Travel time from 45 minutes to Seoul Station and 70 minutes to Gangnam Station will be reduced to 25 minutes from Seoul Station and 45 minutes from Gangnam Station through the extension of GTX-B and Line 9.

Goyang Changneung will invest 2.2 trillion won in 16 projects. The Goyang Line connects Saejeol Station in Eunpyeong-gu, which is a transfer station for Subway Line 6 and West Line, and Goyang City Hall. It is promoted with the goal of opening in 2029. Changneung Station on the GTX-A line will be built between Daegok Station and Yeonsinnae Station. Travel time is shortened from 40 minutes to 10 minutes to Seoul Station and from 50 to 25 minutes to Yeouido.
