In 2025, the establishment of the’All National Employment Insurance’ for the employment safety net of all employed, including specially employed (specially high school), platform workers, and self-employed people, will be completed in 2025.

Deputy Prime Minister Hong Nam-ki and Minister of Strategy and Finance announced on the 23rd that in the second half of next year, the application of employment insurance will be expanded to include special high school and platform workers after holding a meeting of the Emergency Economy Central Countermeasure Headquarters and the Korean Version of the New Deal Ministers’ Meeting.

Deputy Prime Minister Hong said, “The nationwide employment insurance roadmap announced today will increase the number of employment insurance targets by about 7.33 million by 2025 (compared to 2019), and the current wage-worker-centered employment insurance system is a fundamental measure to transform the national employment insurance system based on income. It will be,” he added.

The All National Employment Insurance Roadmap is a plan to gradually expand the target of employment insurance, which is focused on wage workers, to artists, special high schools, platform workers, and self-employed people.

The government announced that the completion of the construction of all national employment insurance was in 2025.

The revised Employment Insurance Act, which includes artists as eligible for employment insurance, went into effect on the 10th.

The revised law targeting special high school workers covered by employment insurance will take effect from next July.

The government is considering prioritizing employment insurance to 14 occupations, including insurance planners, school teachers, courier drivers, surrogate drivers, and truckers, which are covered by industrial accident insurance.

Minister of Employment and Labor Lee Jae-gap explained, “We will prioritize taking into account the need for protection, manageability and social impact.”

Following the special notice, from January 2022, platform workers who work through digital platforms are expected to be eligible for employment insurance.

Among the platform workers, the government’s policy is to give priority to employment insurance to those who can easily identify the business owner because the platform company directly acts as a business owner or has an agency.

From July of the same year, employment insurance will be applied to those who are not eligible for priority and platform workers.

Following this, the government plans to initiate a social dialogue for self-employed people to subscribe to employment insurance in the first half of next year, and prepare a plan to apply employment insurance in the second half of 2022.

Currently, there are 3.78 million workers who do not subscribe to employment insurance, and the majority of them were identified as temporary and daily workers with frequent employment and turnover.

In addition, the government decided to examine whether to apply employment insurance to workers in agricultural, forestry and fisheries businesses with four or less employees and those who are subscribed to direct pensions, which are excluded from employment insurance under the current law.

Among the subscribers to the direct pension, those in need of protection, such as those of university hospitals who are classified as private school faculty members, are subject to review.

For those newly hired after the age of 65, it plans to review plans to apply employment insurance in connection with discussions on extending the retirement age.
