On the 20th, the president of the National Revolutionary Party Heo Kyung-young, who declared a run for the re-election of the Mayor of Seoul on April 27, announced five major policies.

First, Seoul’s tap water raw material moved to Cheongpyeong Dam

CEO Huh announced that he would move the water intake source used to make’Arisu’, the tap water of Seoul, from Paldang Dam in the Namhan River water system to Cheongpyeong Dam in the Bukhan River water system. He argues that the citizens can drink special water at the level of bottled water by using the clean water of the Bukhan River that originates from North Korea and flows down through Hwacheon and Chuncheon.

Second, 1.5 million won paid from 18 years of age

Representative Huh expressed his ambition to get rid of the rich and the poor by paying 1.5 million won in national dividends from the age of 18. To this end, the Seoul Mayor does not plan to receive salaries. As of 2020, the annual salary of the mayor of Seoul is 136.4 million won. Representative Huh revealed that he would pay the estimated 10 billion won in sales and sales expenses as his own property.

To alleviate the burden of living in Seoul, CEO Huh said that he would abolish the property tax and automobile ownership tax. The position that the home ownership tax is also abolished. In particular, he criticized “the homeownership tax as a policy of living in a monthly rented house with one’s own money.”

Fourth, the abolition of the upper limit for apartment sales prices

Heo’s policy is that the Seoul city will not be involved in the real estate market. The intention is to leave it to the logic of the market thoroughly. To this end, the system plans to abolish the ceiling on apartment sales prices and not to raise the publicly announced land price any more.

Fifth, new marriage department

Representative Huh said that instead of removing the Ministry of Unification and Women’s Ministry to solve the low birth rate problem, a new marriage department would be established. Unmarried people are paid a love allowance of 200,000 won per month. In the case of marriage, a marriage allowance of 100 million won is paid, and a housing fund of 200 million won is provided without interest. After giving birth, the plan is to pay 50 million won for childbirth and 1 million won for full-time housewives until the child turns 10.

However, President Huh did not give detailed explanations on how to raise financial resources for the policy. Regarding the inclusion of the abolition of government ministries in the mayor’s policy, Oh Myung-jin, head of the National Revolutionary Party, said, “This is to show an example that President Heo can challenge the mayor of Seoul and pay the national dividend before the presidential election next year.” Explained.

Heo entered the election by registering as a candidate for the 13th presidential election in 1987. After that, he ran for the 1991 local election and the 15th presidential election in 1996. After running for the 17th presidential election in 2007, he was convicted of spreading the false facts that he decided to marry Park Geun-hye, then the GNP representative, and was sentenced to jail. Heo, who had been deprived of his right to vote for 10 years, became a candidate for proportional representatives of the National Revolutionary Dividend Party in the April 15 general election last year, and failed to enter the National Assembly due to a lack of votes.
