The Ministry of Science and Technology explained that the second request for data submission is only a normal procedure as a procedure for a more clear fact-finding investigation rather than because the initially submitted data is insufficient. It is known that minimal physical time is consumed for accurate translation because it requires direct communication with the Google headquarters and technical content.

In addition, the Ministry of Science and Technology organized a team of around 10 experts to investigate the cause of Google service failures for quick judgment. Experts conduct a technical review of the data submitted by Google. In the process, if Google’s intention or negligence is found in the server capacity and network quality, a corrective order is issued. If the corrective order is not fulfilled, a fine of not more than 10 million won may be imposed.

The Netflix Act, which was enforced on the 10th of last month, is a law that secures service stabilization measures such as server capacity increase and server multiplexing for value-added telecommunications operators with more than 1 million people a day and more than 1% of domestic traffic. As of last year, this includes Naver, Kakao, Google, Facebook, and Netflix.

Accordingly, the Ministry of Science and Technology may request data submission from these companies when it is determined that a service failure occurs or service stability has not been secured.

On the other hand, on this day, the Ministry of Science and Technology has additionally designated Content Wave in addition to existing operators such as Naver, Kakao, Google, Facebook, and Netflix as the target of the 2021 Netflix Act. It plans to confirm the target business in early February after collecting business opinions.
