Congressman Ja-geun Koo (the power of the people, Gumi-gap, Gyeongbuk) confirmed that concerns about the current government’s policy of leaving nuclear power plants, including the issue of Shin Hanul Units 3 and 4, continued to be raised based on the minutes of the Electric Power Policy Council obtained from the Ministry of Industry. The Electric Power Policy Council is a body that deliberates on important matters related to electricity supply and demand in accordance with the Electricity Business Act. It is operated by the Ministry of Industry and has the authority to finalize the electricity supply and demand plan.
About 30 private and public experts in energy and economy are participating in the council, and the latest 9th supply and demand plan was confirmed after a total of four council meetings from 2019 to 2020.
The problem is that in the course of discussions at the council, voices of concern about the current government’s exit from nuclear power plant were raised several times.
According to the data presented by Rep. Ja-geun Koo, at the 1st Ministry of Industry’s Power Policy Council meeting held on March 21, 2019,’if nuclear power is reduced and the supply of renewable energy is not properly provided, it could be a problem in terms of supply and demand stability, security, and economic feasibility’. Opinions such as’high concentration of fine dust and nuclear power plant reduction are logically problematic’ were suggested.
At the 3rd meeting held on November 24, 2020, it was also confirmed that he pointed out the uncertainty problem of Shin Hanul’s 3 and 4 units.
At the meeting, some attendees presented the opinion that’If Shin Hanul 3 and 4 are not included in the 9th plan, there is a possibility of canceling the power generation project permit, so a decision from the Ministry of Industry is requested to resolve uncertainties.’
At the 4th meeting held on December 28, a remark was made, saying,’We oppose the ban on new nuclear power plants based on the premise that the nuclear power plants are not safe and clean, and hope for a re-discussion on Shin Hanul Units 3 and 4′.
However, in the 9th supply and demand plan announced in December of last year, the Ministry of Industry excluded Shinhanul 3 and 4 from the confirmed facilities.
◇ Opinion that there is a need for re-discussion before leaving nuclear power plant, cannot be reflected
At the Ministry of Industry’s own power policy deliberation, it was pointed out that it was necessary to re-discuss the nuclear power plant and Shin Hanul Units 3 and 4, but the Ministry of Industry said,’For the direction of nuclear power plant policy, it has reaffirmed the existing policies and principles such as the energy conversion roadmap and the 8th supply and demand plan.’ Rep. For reference, the Moon Jae-in administration officially formulated the new Hanul Unit 3 and 4 Baek Ji-hwa through the energy conversion roadmap and the 8th supply and demand plan in 2017 immediately after its inauguration.
It is also known that the circumstances in which the Ministry of Industry and Korea Hydro & Nuclear Power have taken over responsibility in relation to the exclusion of the confirmed facilities for Shin Hanul Units 3 and 4 were also confirmed.
According to the “Major Contents of the 9th Basic Power Supply and Demand Plan” prepared by the Ministry of Industry on November 24 last year, on May 14, KHNP said to the Ministry of Industry,’It is difficult to predict the completion schedule due to uncertainties when considering government policies. ‘

This is a point that can be interpreted as distorted by the KHNP’s position in the interpretation process of the Ministry of Industry.
