Sending surplus power to land in Jeju Island to raise the capacity of renewable energy up to 342MW

On the 3rd, the Ministry of Trade, Industry and Energy (Ministry of Industry) announced a’regional-led measures to revitalize distributed energy’ at the New Renewable Energy Promotion Center in Jeju Island.

Distributed energy is energy that is produced near the demand site and consumed in the region with small and medium-sized renewable energy, cogeneration, self-generation, ESS, and demand resources.

Recently, increasing social conflicts related to the construction of large-scale power plants and transmission lines have led to increased social demand for distributed energy produced and consumed near demanded areas. Accordingly, the government has implemented the ‘3rd Basic Energy Plan’ and the ‘2050 Carbon Neutral Promotion Strategy’. It has been proposed with the goal of converting to a decentralized energy system.

Currently, the Ministry of Industry is preparing a’roadmap to revitalize distributed energy’ through discussions and gathering opinions through holding a distributed energy forum and briefing sessions for local governments and industries.

The’Regional-led Measures for Activating Distributed Energy’ announced this time contains measures that can be pursued in the short term among the contents of the’Road Map for Distributed Energy Activation’ in consideration of the situation in Jeju Island, where a distributed energy system is essential due to the high proportion of renewable energy. The plan is to present a summary of the mid- to long-term system improvement plans, such as system improvement plans and incentive system establishment.

The Ministry of Industry and Industry have devised measures to realize a regional-led energy system, establish a distributed energy infrastructure, and minimize the control of renewable energy output in Jeju as major measures to achieve the’decentralized energy system construction led by the region’.

First of all, as a plan to realize a regional-led energy system, the Ministry of Industry is planning to promote a customized microgrid project to supply and connect various distributed power sources in Jeju-do villages and to establish various energy systems reflecting regional characteristics.

A regional energy center was established to reinforce the regional energy implementation capacity, and the regional energy plan was advanced in collaboration with the Ministry of Industry, local governments, and specialized organizations.As the proportion of distributed energy is high, the distributed energy special zone is in need of systematic management of distributed resources. The plan is to allow special cases for power transactions, such as designation as an integrated power plant and distribution network operator system, and direct transactions between producers and consumers.

As a way to build a decentralized energy infrastructure, the Ministry of Industry is planning to build a system stabilization ESS of 23MWh, which can accommodate additional 150MW of renewable energy, in Jeju Island this year to alleviate the volatility of renewable energy.

In addition, Jeju Island will introduce a Plus DR system that provides incentives for consumption of surplus power from this month, and plans to solve the surplus power problem through a market mechanism.

In addition, from Jeju Island, an information provision device will be installed on renewable energy generators (100kW or more), and an integrated renewable energy control system will be built that automatically predicts and controls renewable energy.

The Ministry of Industry announced a plan to transmit surplus power in Jeju Island to land by securing the reverse transmission performance of HVDC (HVDC) #1 and #2 as a way to minimize the output control of renewable energy in Jeju. Existing ultra-high voltage direct current transmission (HVDC) systems can only send power from land to Jeju Island, so the number and amount of control over surplus renewable energy exceeding power demand has been increasing every year. If electricity is transferred back from Jeju Island to land, the renewable energy capacity in Jeju Island is expected to increase to a maximum of 342MW in 2021.

Furthermore, when the #3 HVDC, which enables real-time two-way transmission according to the power supply and demand situation between Jeju and land, is completed at the end of 2022, 400MW of renewable energy capacity in Jeju Island will be added.

The Ministry of Industry is planning to organize and operate the’Jeju Energy Council’ to implement this’regional-led measures to revitalize distributed energy’ smoothly. The roadmap」 is scheduled to be established and announced in the first half of the year.

In the future, it plans to review and implement the’Special Act on Distributed Energy Activation,’ which is the legal basis to systematically support the transition to a distributed energy system.
