Introducing Korea’s carbon neutral policy and requesting interest in the P4G Seoul Summit

The COP26 meeting is scheduled to be held in Glasgow, UK from November 1st to 12th this year, on the main agenda of responding to climate change to implement the Paris Agreement.

First, Minister Seong said he hopes that the COP26 meeting, which was postponed due to Corona 19 last year, will be successfully held, and the theme of realizing the vision of Inclusive Green Recovery towards Carbon Neutrality will come from May 0-31. The P4G (Partnering for Green Growth and the Global Goals 2030) Seoul Summit scheduled to be held in Korea in Japan also requested special interest and support from the British government, including Chairman Shama.

Minister Sung said that carbon neutrality is a national challenge that is not easy for Korea, which has a manufacturing-oriented industrial structure and high dependence on fossil energy, unlike other countries. They emphasized that they have declared their goals. In addition, he added that it is planning to prepare detailed action plans for each sector such as industry, transportation, and energy along with the establishment of a cross-ministerial scenario for the realization of carbon neutrality in 2050 this year.

Minister Seong said that in order to realize carbon neutrality in the industrial sector, it is first important for companies to actively and voluntarily participate, and recently voluntarily declared their intention to promote ‘2050 carbon neutrality’ in a variety of major emission industries such as steel, petrochemical, and cement. To this end, he mentioned that he plans to make active efforts for technology development and process innovation.

Accordingly, the government also ▲ intensive investment in technology innovation in the form of large-scale breakthroughs ▲ R&D and tax support, regulatory innovation, etc. ▲The vision and strategy for industrial transformation ▲(tentative name) It was announced that it plans to enact a special law to promote carbon-neutral industrial transformation.

In the case of the transportation sector, we emphasized that the supply of pollution-free vehicles by 2030 was set as a very challenging target of 3.85 million units, which is about three times the market forecast for the rapid spread of electric and hydrogen vehicles, as well as expanding purchase subsidies and expanding charging infrastructure. In terms of supply and demand, he explained that it is pushing ahead with policies for early conversion of pollution-free vehicles.

Particularly, for the transition to a zero-emission vehicle, he stressed that the participation and cooperation of the automobile and parts industry, which accounts for about 11% of the domestic manufacturing industry’s production and employment, is very important. He said that it will endeavor to supply a variety of competitive eco-friendly cars, and the government will continue to support R&D and ecosystem transformation.

In addition, Minister Sung introduced that in the most critical energy sectors to realize carbon neutrality, roundtables have been held for each industry such as power, renewable energy, and oil refining to discuss carbon neutral countermeasures.First of all, in the case of coal power generation, new permits were banned. The company announced that it will pursue drastic reduction measures such as the closure of old power plants, and change the power market into a more market-friendly system through the capping system for coal power generation and the introduction of the real-time market.

At the same time, he explained that the proportion of renewable energy generation will be increased to 20% in 2030 and 30-35% in 2040, and that the renewable energy target in 2050 will also be considered challenging in connection with the carbon neutral target. It was introduced that Korea also prepared the means of implementation through legislation, such as the introduction of PPA, to enable implementation of the RE100. Based on this, he added that companies are increasingly interested in RE100, and it is expected that private participation will also expand in the future.

In the hydrogen field, we have systematically laid the foundation for the transition to the hydrogen economy, including the establishment of the hydrogen roadmap in January 2019 and the enactment of the world’s first hydrogen law in February 2020. He explained that he plans to actively promote support for demonstrations.

In addition, he emphasized that the current centralized energy system will be transformed into a distributed energy system that produces, consumes, and trades energy near demand sites.

In particular, the power system network is preemptively reinforced in response to the spread of renewable energy, and backup facilities such as energy storage (ESS) are being expanded, while a distributed energy integrated power plant (VPP: Virtual Power Plant) to respond to the volatility and intermittentness of renewable energy. ) It also announced that it will actively review the designation of special distributed energy zones for the introduction of the system, liberalization of electricity transactions, and demonstration of innovative technologies.

Next, Minister Seong said that the Korean government plans to actively utilize the challenging task of carbon neutrality as an opportunity for technological innovation and creation of new growth engines.First of all, through the’Green New Deal’, it will invest 73.4 trillion won in the eco-friendly and low-carbon sectors by 2025. He said that he plans to invest in finances to accelerate the transition to clean energy and lay the foundation for realizing a low-carbon economy.
