Following the recommendation of high-ranking public officials to sell multi-homes, Gyeonggi Province decided to ban investment in stocks and real estates using information acquired by public officials for the first time in the country. The bylaws specifically specified the scope of the restricted information, the target audience, and the time limit in relation to the restriction on transactions using job-related information specified in the Gyeonggi-do Code of Conduct for Public Officials. Accordingly, public officials who were in charge of or dealt with information on which transactions are restricted in the future, make transactions or investments in property such as securities and real estate using the information within two years from the date of termination, or provide them to others to assist in estimated transactions or investments. Any action is prohibited. On this day, Governor Lee began to collect opinions from citizens on the ban on the housing rental business of public officials, saying, “High-ranking public officials who have an influence on real estate prices should stop the housing rental business.” Governor Lee said on Facebook that day, “If speculation about making money without working is rampant, the country will fall. “Shall we let even high-ranking officials who have an influence on real estate prices go to real estate speculation in a situation where the whole people are driven into speculators who are chasing lottery sales and speculation profits?” Gyeonggi-do previously reflected on the availability of multi-household housing in addition to the actual housing in a regular personnel affairs for senior public officials, such as vice-government heads of level 4 or higher in Gyeonggi-do, and directors of offices and bureaus.
