In 2018, the Korea Communications Commission decided on an amendment to the Enforcement Decree of the Broadcasting Act, which promotes the permission of interim advertisements by terrestrial broadcasters, and even announced legislation, but withdrew it due to opposition from the media, civic groups, the Ministry of Culture, Sports and Tourism (Ministry of Culture, Sports and Tourism), and the Korea Newspaper Association. In this announcement of the KCC’s policy, most of the regulatory differences between terrestrial and paid broadcasting, as well as intermediate advertisements, were eliminated. Until now, terrestrial broadcasters have been subject to stricter advertising regulations than pay broadcasts for reasons such as using radio waves, which are public goods.
