65% reduction in fine dust in 4 years through the fine dust seasonal management system

[지앤이타임즈] The Ministry of Trade, Industry and Energy will suspend the operation of coal power plants and enforce cap restrictions in order to reduce the emission of fine dust from coal power plants even in spring, in March.
On the premise of maintaining stable power supply and demand, 19 to 28 out of 58 coal generators are shut down, and the upper limit of power generation output is limited to 80% for up to 37 of the other coal generators.
This is an increase of up to 11 units from 9 to 17 shutdowns in winter.
In particular, on weekends when electricity demand is low, additional coal generators are shut down compared to weekdays.
However, in the event of a special reason, considering the power supply and demand, system status, maintenance schedule, facility conditions, LNG supply and demand, etc., the coal power reduction plan will be flexibly adjusted.
◇ Coal power plant shutdown, 65% reduction in fine dust within 4 years
It is evaluated that the Moon Jae-in administration has actively promoted a policy to reduce coal power generation to significantly reduce fine dust and greenhouse gases.
In particular, during the period from December to March, when high concentrations of fine dust are intensively generated, the implementation of the fine dust seasonal management system has been shown to be effective in order to reduce fine dust more strengthened than usual.
According to the Ministry of Industry, the emission of fine dust from coal power plants was reduced by 65% from 31,000 tons in 2016, before the inauguration of the Moon Jae-in government, to 11,000 tons last year.
In addition, as a result of the reduction of coal power generation during the winter power supply and demand period, the amount of fine dust emissions from the coal power generation sector from December last year to January this year was reduced by 23% or 519 tons compared to the same period last year.
It was analyzed that compared with December 2018, before the enforcement of the seasonal management system, to January 2019, the amount of fine dust emissions was reduced by 54%, or about 2,054 tons.
In particular, the Ministry of Industry evaluated that the demand for electricity surged due to strange waves and heavy snowfall in January, but recorded a reserve rate of 9.5% at peak, reducing fine dust by reducing coal power generation and maintaining a stable power supply and demand situation.
The Ministry of Industry, during the period of fine dust reduction this spring, operates a system for monitoring and cooperative power supply and demand with power related organizations such as power exchanges, power plants, and KEPCO.
In particular, measures to strengthen the safety of power facilities in the spring will be promoted by inspecting and reinforcing distribution facilities, focusing on areas that are vulnerable to sea ice season and areas at risk of forest fires.
Energy Innovation Policy Officer Lee Ho-hyeon of the Ministry of Industry emphasized, “We will continue to implement strict power supply and demand management to reduce fine dust, and to stop the operation of coal power plants to reduce fine dust, so that the people can send them clean and safe this spring.”
