Starting in 2023, 2% of electric vehicle chargers must be installed in existing apartments. In addition, if a general vehicle is parked in all electric vehicle exclusive areas including apartments, it is subject to crackdown.

At the 5th BIG3 Promotion Meeting for Innovative Growth, held by the Export-Import Bank of Korea on the 25th, the government announced’Key Regulatory Improvement Measures to Accelerate the Supply of Eco-Friendly Vehicles’.

The government will gradually increase the ratio of mandatory installation for mandatory installation targets in order to expand electric vehicle chargers to living bases such as residences and workplaces. Compulsory installation targets include large supermarkets, department stores, buildings owned by large corporations, and apartments with more than 100 households.

In the case of new buildings, the mandatory installation rate will be increased from 0.5% at present to 5% next year. For example, in a parking lot with 1,000 cars, 5 electric vehicle chargers were sufficient in the past, but 50 should be provided from next year.

The main building will start with public buildings next year, and will impose a 2% duty on private buildings from 2023.

For alliances and houses that are not subject to mandatory installation, it is mandatory to open public charging facilities established and operated by the state, local governments, and public institutions for the convenience of residents, and promote information disclosure such as location and opening hours.

It was decided to abolish the upper limit on the area of ​​electric vehicle charging facilities installed as subsidiary facilities within 20% of the total facility area.

In addition, in order to expand the exclusive parking areas for eco-friendly vehicles, it is mandatory to install 5% or more of the total number of parking spaces in public buildings such as the government and local governments as eco-friendly car parking areas starting next year.

All off-street parking lots must have an eco-friendly parking lot for at least 5% of the total number of parking spaces.

Reinforce the prohibition of parking and enforcement of charging obstruction in electric vehicle exclusive areas.

First of all, the subject of crackdown on charging and parking areas exclusively for electric vehicles will be lowered from a metropolitan government to a basic local government. The purpose of this is to improve the effectiveness of the crackdown by supplementing the lack of personnel in charge of crackdowns (5 in the case of Seoul City) of the metropolitan local government.

The target of parking control in electric vehicle charging zones, which was previously limited to mandatory installation of charging facilities, will be expanded to all charging facilities. As a result, parking enforcement is possible even in apartments with 500 or less households.

For slow charging facilities, parking is only allowed for up to 12 hours after charging starts, which will relieve the inconvenience of car owners caused by long occupancy.

The hydrogen car decided to speed up the construction of a hydrogen charging station by improving its location.

Occupation of hydrogen charging stations in urban parks and installation of taxis and trucks in the green belt are permitted. In the case of constructing a complex hydrogen charging station on the site of an existing LPG, etc., a plan to ease the calculation of the building area according to the Building Act will be considered.

In addition, specialized maintenance centers are planning to improve the convenience of driving hydrogen vehicles, such as driving by proxy, by excluding hydrogen passenger car drivers from safety training, while easing facility standards so that there is no need to equip necessary equipment for internal combustion engine maintenance.
