Promote the establishment of the Housing Rental Support Division and Real Estate Transaction Analysis Planning Team
The Ministry of Land, Infrastructure and Transport, as early as possible, will establish a regular organization dedicated to next month’s housing rental policy or monitor market illegal activities, and strengthen the management of the housing market.
According to the government on the 22nd, the Ministry of Land, Transport and Maritime Affairs is in final discussions with relevant ministries such as the Ministry of Public Administration and Security and the Ministry of Strategy and Finance to promote the reorganization of such contents.
First, under the Ministry of Land, Infrastructure and Transport’s Housing Policy Office, the’Housing Rental Support Division’, which is in charge of managing the rental market, will be established as a regular organization.

Originally, related tasks such as discovery of policies related to the housing rental market and management of the Housing Lease Protection Act were unique to the Ministry of Justice, but through recent revisions to the law, the Ministry of Land, Infrastructure and Transport was jointly managed.
However, at present, the burden of work was not small to promptly respond to the rapidly changing leasing market environment, such as the introduction of the 3 Lease Act, with housing policy and some internal personnel in charge.
Accordingly, a separate department was created to be in charge of the housing lease protection task.
The newly-established Housing Lease Support Division will decide on a specific system implementation plan for the rent reporting system, which is due to be implemented in June, among the 3 Lease Acts.
The monthly rent reporting system is the content of reporting the fact and specific deposit or monthly rent to the local government when a contract is made.
In addition, the Ministry of Land, Infrastructure and Transport will establish a Real Estate Transaction Analysis Planning Team under the Land Policy Office.
The existing real estate market illegal activity response team has been operated as a temporary organization, but the organization created this time is a regular organization, which further strengthens its status and function.
If the number of existing response teams was around 15, the newly established planning team would be reinforced to a double level with around 30 people.
Since the planning team is a regular organization, the police, the National Tax Service, and the financial authorities can also stably receive manpower.
The planning team analyzes real estate abnormal transactions and investigates various real estate illegal activities such as down contracts, expedient gift, and subscription passbook transactions.
In particular, as widespread housing development will be promoted in metropolitan areas such as Seoul as a measure for the 2nd and 4th supply, the planning team will focus on checking the overheating of the land market in these planned areas and blocking speculative demand from the project.
The party government pushed forward a plan to establish a’Real Estate Transaction Analysis Institute’, which separately manages real estate investigations, and a bill to introduce it was proposed in the National Assembly, but the pace of progress is currently slow.
An official from the Ministry of Land, Infrastructure and Transport said, “The current organizational reorganization plan is being reviewed by the Ministry of Information and Transportation after the Ministry of Public Administration and Security, and it is expected that a new organization can be established as early as next month.”
