On the 19th of the National Assembly on the 19th, the process of pursuing the Gaduk New Airport Special Act, which crossed the threshold of the standing committee of the National Assembly on the 19th, was a series of spears and shields. Some government ministries, metropolitan areas, and politics in Daegu and Gyeongbuk (TK) regions who oppose the Gadeok New Airport Special Act persistently struggled with the technical and economic problems of Gaduk New Airport during the National Assembly’s review process. At that time, citizens of Busan, Ulsan, and Gyeongnam had to contemplate whether they were stranded from the first legislative bill, which was the first gateway to the special law.

The key was how much to reflect the provisions that could accelerate the construction of the new airport. In addition, the Democratic Party and the People’s Power Busan lawmakers demanded a special provision that allows them to conduct a feasibility study as compactly as possible and proceed with the procedure for establishing a basic plan immediately, but the TK lawmakers for the People’s Power Grabbed the ankle. Particularly, some of the ruling party, including Democratic Party lawmaker Cho Eung-cheon, a secretary of the National Land Commission’s ruling party, raised questions about the technical aspects of the construction of a coastal reclamation airport, and there was a sense of crisis that the passage of the law could be delayed.
Fortunately, Booulkyung, with Busan as its main axis, laid the groundwork to persuade them by organizing technical and economic issues into 28 items in preparation for the review of the subcommittee of the law and the entire meeting of the Ministry of Land, Infrastructure and Transport. Subsequently, by analyzing the decision-making points of the National Assembly and the government in detail, they contacted the key members of the opposition party’s legislators, including Cho and the opposition parties, to persuade them.
On the 17th, just before the subcommittee review of the bill, academia and construction industry experts in airport and construction technology were mobilized to the National Assembly to put forth a “fact” that would dispel objections and minimize anxiety. The technical issues raised at Gaduk New Airport are largely categorized as economical degradation due to technical variables such as soft ground subsidence and safety concerns due to overlapping airspace.
First of all, concerns about’unequal settlement’ were raised over the opening of the airport across Gadeok Island and the coastal landfill. It is argued that since the land and the coast are in contact, various problems such as cracks will arise when the soft ground subsides. The city of Busan announced that the Kansai International Airport in Japan, which had a settlement problem, was built 30 years ago, and there are already many domestic and foreign construction cases and that civil engineering technology and construction methods are developed, so that it can be managed sufficiently. An official from Busan city persuaded that “Gadeokdo Island has bedrock under the soft ground, so the settlement is limited unlike Kansai Airport.” In addition, it is pointed out that the project cost will increase significantly if there are variables such as a prolonged construction period due to difficult construction at sea, or that additional project costs are expected due to poor accessibility, but the design and construction were intentionally reduced. It emphasized that the construction can be made enough to cover the cost of expanding Gimhae New Airport by applying’track’.
The argument that Gadeok New Airport is vulnerable to typhoons, and that the airspace and Gimhae Airport overlap, as well as the risk of collision with nearby ships, was mobilized in opposition.
Accordingly, Boulkyung continuously persuaded that only five typhoons have affected Gadeokdo Island in the last 10 years, and that if the airport is built 40m above sea level, it can be managed as a safe airport. In addition, the claim that there is a high risk of accidents due to the overlapping of the Jinhae Airfield and the airspace and the complexity of Gimhae Airport control work can be sufficiently resolved by operating the control station and adjusting the altitude separation, and the concern of ship collision is also necessary for large container ships to pass through technical review. I confirmed that there was no problem. An official from Busan City said, “Although foreign airports such as New York and Osan and Suwon Airfields in Korea are in a similar situation, the airport is well operated.”
In the end, the Ministry of Land, Infrastructure and Transport, which was initially negative for the construction of an airport that reclaimed the coast of Gadeok Island with such efforts, said, “The construction itself is possible, but the construction cost may be excessive due to unpredictable variables such as soft ground.” If the management is good, the airport can be built.” Immediately before the resolution of the standing committee on the 19th, Rep. Cho Eung-cheon applied for remarks and said, “I felt very anxious about the issue of inequality settlement. I made every effort to resolve the question myself, and since I have resolved some of the questions about it, I am enacting a special law. I went out.”
Accordingly, the opposition parties handed over the special law to the Legislative Judicial Council by agreement. If necessary, the basis for exempting the pre-ta was included, and a supplementary rule was also inserted, meaning that the basic plan of the Gimhae New Airport was virtually eliminated. Above all, it is the biggest achievement of this bill to designate a new airport in the southeast region as a whole area of Gadeok Island, Gangseo-gu, Busan without a separate location selection procedure.
