LH’s land speculation suspicion is inevitable to clean up the Great Land Compensation System… What about the land compensation

As some employees of the Korea Land and Housing Corporation (LH) raise suspicions of speculation in the third new city, the improvement of the land compensation system, which the government has been promoting, is expected to be inevitable.

In order to prevent enormous compensation from land expropriation due to the new city development from flowing back into the housing market, a plan was promoted to revitalize compensation with land other than cash, but rather, LH employees armed with land investment knowledge aimed at this. It is an absurd situation where suspicions of investing in land are raised.

According to the Ministry of Land, Infrastructure and Transport on the 10th, the government has been promoting measures to revitalize compensation for land since last year to prevent the inflow of land compensation money into the market.

To this end, a plan was prepared to ease the requirements for supply of negotiated transfer housing land, to provide a special supply qualification for apartments in a new city, and to enable land owners to participate in the apartment project using Daetoritz.

In the process of accommodating the land, the Hyeop-eui-transferred housing site is literally a detached housing site in a new city that can be supplied at a low price at an appraised value instead of agreeing smoothly with LH and others.

It is granted to landlords who own land of 1,000 square meters or more in the planned area of the new city.

Some LH employees, who jointly invested in Siheung District, Gwangmyeong, and shared their shares in excess of 1,000 square meters through co-writing and chalk, are raising suspicions that they were trying to receive this negotiated transferable land.

In addition to this, the Ministry of Land, Infrastructure and Transport revised the’Rules on Housing Supply’ in September of last year, allowing landlords who can receive the negotiated transferable land to choose the special apartment supply right.

They are asked to choose whether to receive a single-family house site or a’ticket’ that can win 100% of the apartment special supply.

Some observers say that LH employees were aiming for a special supply of apartments in Siheung.

However, this is for the homeless because of the special supply. It means that the existing apartments must be disposed of before the announcement of recruitment for tenants, but there are many disagreements about whether the Gwangmyeong Siheung New Town apartment will be attractive enough to sell the existing house and live for the time being.

The party government does not provide compensation for large land, such as negotiated transferor housing land, migrant housing land (shopping housing land), living countermeasure land (shopping land), and special apartment supply rights, for foreigners who are not residents of the local residents. Under review.

Consensus is spreading that people who have lived in the area for a long time should maintain these benefits but exclude outsiders who only own the land.

It is expected that public officials and employees of public institutions that supply housing, such as LH, will be excluded from compensation for these large soils.

In any case, public officials and LH employees cannot buy land unless they live for the purpose of their actual residence, and due to the real estate registration system, they have to report the status of land ownership to their affiliated organizations. Therefore, there is little possibility that they will be eligible for compensation for new land land.

A plan to recover the special apartment supply rights provided to the negotiated transferor housing site is also discussed.

However, technically, this system was not first created last year.

Originally, in the past, when the Bogeumjari housing business was undertaken, the target of the negotiated transferable housing site was given an apartment special service, but this provision was eliminated in the process of overhauling the law, and the housing site was not supplied for a while.

At the beginning of this year, the government announced a legislative amendment to the rules on housing supply that would lower the land retention standard for negotiated transferable land from 1,000 square meters to 400 square meters.

The land retention standard is 1,000m2 in the metropolitan area and 400m2 in the local area, all of which are reduced to 400m2.

The rules have not yet come into force.

It is argued that the contents of such deregulation may also be adjusted.

This is because the need to curb demand for land speculation is higher now than to reduce the incidence of land compensation. If the land holding area standard is reduced, it is much more advantageous for speculation, as land can be bought with less money.

The government has also proposed a plan to actively utilize Daetoritz to activate compensation for the large soil.

Daetoritz is a REIT that is established by investing land that landlords receive as compensation, and is operated by implementing real estate development projects and distributing the profits, which allows landlords to do apartment projects as well.

However, the gaze is not just fine.

It is said that ordinary people without knowledge of land development will be able to do apartment projects if they collect their will, but in the end, doubts are raised that these REIT users will only be from’industry’, such as LH employees who are interested in the land market or development projects.

However, the government’s decision to revitalize such compensation is due to the government’s policy to expand housing supply such as the 3rd new city, and land compensation of tens of trillion won is expected, and if this liquidity enters the real estate market again, the housing market will inevitably overheat. Because there is no.

It is an embarrassing situation in which speculators who aimed for this will flock to revitalize compensation for the land, and the land compensation will overflow and threaten the housing market as compensation is reduced.

Namyangju Wangsuk, Hanam Gyosan, and Incheon Gyeyang announced compensation in August last year, and the compensation process is currently in progress.

There are many estimates from the industry as to how much land compensation will be released, but the government is thorough.

In the end, it is not appropriate to infer this because the compensation amount is determined through appraisal.

However, due to the government’s policy of realizing the published real estate prices, land compensation is inevitably higher.

This is because land compensation is basically based on the published price of standard land near the relevant land.

The government plans to open up all possibilities and look at the entire process of land development and land compensation, and come up with measures to improve the areas where speculation may be introduced.

An official from the Ministry of Land, Transport and Maritime Affairs said, “As the public is concerned about the land market, we are considering various measures to block the demand for speculation.”
