[이데일리 황현규 기자] Minister of Land, Infrastructure and Transport Byun Chang-heum announced on the 2nd that “institutional heads should be alert and policy an integrity organizational culture” in relation to the suspicion that LH staff had previously speculated in the Gwangmyeong and Siheung districts designated as the 3rd new city.

Minister Byun held a meeting with the heads of public corporations and quasi-governmental organizations under the Ministry of Land, Infrastructure and Transport at the Sejong Government Complex on the same day, and then held the’Integrity Practice Agreement’. It seems that LH employees were conscious of the pre-speculation controversy in Gwangmyeong and Siheung districts that took place on this day.

Minister Byeon said, “There have been reports in the media that the LH employees were speculating in advance.” He said, “In that sense, after the conference, I will briefly hold a’Integrity Practice Agreement’ with you.”

Minister Byeon emphasized that the integrity of the Ministry of Land, Infrastructure, and Transport determines policy credibility. “Integrity is our pride,” he said. “Even if we make good policies and work hard to realize them, if the people think our organization is not integrity, even trust in the policy will collapse.” In addition, he added, “Last year, the results of the Ministry of Land, Infrastructure, and Transport’s integrity measurement results were very low.”

Meanwhile, public institutions that attended the conference announced plans to expand investment in public institutions, support small business owners and the vulnerable, prevent on-site safety accidents, and respond to the COVID-19 crisis.

Public institutions are planning to invest 41 trillion won this year in all areas such as airport, railroad, road, and public housing construction this year to support the overcoming of the Corona 19 crisis and economic recovery. This is an increase of 6.200 trillion won compared to last year’s 35 trillion won. This investment will be used to expand the infrastructure for SOC such as public housing, railways and highways, reinforce old infrastructure, and invest in the Korean version of the New Deal.

In addition, public institutions plan to provide about 437.3 billion won to reduce rent for small business owners and postpone payment of airport facility usage fees. Minister Byeon said, “It is essential to cooperate with public institutions in order to properly implement this year’s policy direction of the Ministry of Land, Infrastructure, and create results in the field. Please share and actively practice in the field.”
