Korea Land and Housing Corporation (LH)’s reorganization plan, which is receiving requests for organizational reorganization close to dismantling due to the land speculation in the third new city, will be in full swing this week.

Although no specific agenda has been prepared within the government, various measures are being discussed, from separation of some functions to returning to the past land and housing projects, and dismantling.

It is a general view that a large-scale reorganization is inevitable as there is a consensus that no matter which direction the strand is taken, the enlarged dinosaur tissue can not be left alone.

According to the government on the 14th, government ministries such as the Ministry of Strategy and Finance, the Ministry of Land, Infrastructure and Transport, and the State Affairs Coordination Office are starting to discuss measures to prevent the recurrence of the LH incident from this week, and will begin reviewing plans for reorganization of the LH. Earlier, Prime Minister Jeong Sye-gyun said that he would promote innovation that would transform the dismantling level to the level of disintegration.

A government official said, “There has not yet been a full-scale consultation within the ministries on the plan to reorganize the LH, and each has only ideas.” .

There is a high voice that the LH organization has become so large that internal control has not been properly made, and this has led to a ridiculous land speculation.

LH is a public company created by the merger of Korea Land Corporation and Korea Housing Corporation in 2009. As of the end of last year, it has 9,500 employees and only 184 trillion won in assets.

The key functions of LH, such as the supply of new housing sites and land development such as new towns, will be maintained, but for individual development projects, a plan to increase the role of local governments or local public enterprises will be discussed first.

Meanwhile, on the 12th, Hong Nam-ki, deputy prime minister of the economy and the Minister of Strategy and Finance, said, “The government will make every effort to conduct a speculation investigation, eradicate speculation, and prepare measures to prevent recurrence, with the determination to’war against real estate crimes’.”

Deputy Prime Minister Hong will take four measures, including preventive measures to prevent speculation and illegal activities in advance, measures to establish a system that can be detected in case of illegality, measures to’worker punishment’, and measures to recover illegal and unfair profits. He said he would focus.

Following the announcement of the results of the first survey conducted by the Ministry of Land, Infrastructure and Transport and 14,000 LH employees, the government is also investigating allegations of speculation in the name of a family member.

The government is expected to take an active position in the discussions of the National Assembly regarding the Conflict of Interest Prevention Act, the Public Officials Ethics Act, the Special Public Housing Act, the Land and Housing Corporation Act, and the Real Estate Transaction Act.

However, Deputy Prime Minister Hong said that the existing real estate measures will be carried out as planned without any changes such as cancellation of the new city designation.

He emphasized that “the real estate policy including the 2·4 housing supply plan will be carried out without any problems according to the already announced plan and the proposed schedule.”
