It was estimated that 200,000 applicants for the National Employment Support System, which provide 3 million won per person, to vulnerable groups such as low-income job seekers, youth, and women with career interruptions. It has been a month since the system was implemented. This year, the project budget is for 590,000 people. Amid the employment shock caused by Corona 19, applications for subsidies are plunging, and there is a possibility that the budget will be exhausted early and the business will be disrupted.

According to the Ministry of Employment and Labor on the 7th, the number of applicants for the national employment support system was 199,000 as of the 3rd. The Ministry of Employment and Employment is paying the first job search promotion fee (500,000 won) to 6,3,400 people after reviewing 75,000 cases. An official from the Ministry of Employment said, “The rate of eligibility recognition compared to applicants is expected to be around 70-80% based on the trend so far.” “The remaining applicants will also be promptly reviewed and paid sequentially.”

The National Employment Support System is a’Korean Unemployment Assistance’ system that provides job-seeking expenses and customized employment support services to people with certain requirements, such as low-income job seekers. There are two types of support: 1 to receive a total of 3 million won for a job promotion (live support) for 6 months each by 500,000 won, and 1 to receive employment support services and 2 to receive employment expenses (up to 1.954,000 won) based on employment support services. It is divided into types.

Specifically, among job seekers aged 15 to 69, low-income families (with assets of less than 300 million won) who have employment experience and whose household income is less than 50% of the median income (approximately 910,000 won per person, approximately 2.44 million won per person) are eligible for support. A total of 590,000 people are assigned to apply for this year, 400,000 for Type 1 and 190,000 for Type 2. For young adults (ages 18-34), the income requirement for type 1 is 120% or less of median income, and there is no requirement for type 2 income.

However, there are concerns that the project may be suspended due to a lack of budget as applications over 30% of this year’s target are crowded within one month of implementation. The reason why the number of applications is far exceeding the government’s expectations is that the job search difficulties are severe due to the employment shock caused by Corona 19. However, some point out that this is because the requirements for subsidy payments excluding income and property standards are too lax and are recognized as a kind of Corona 19 disaster subsidy rather than promoting job search.

For Type 1, which can receive a total of 3 million won, the application requirement is’Experience of working 100 days or 800 hours within the last 2 years’. The intention is to judge that you are willing to find a job if you have only worked for about 3 months in the past two years. Young men and women with career breaks do not need to have employment experience. The government, as well as the government, will check whether or not job-seeking activities have been carried out at least twice a month based on the employment plan submitted by the applicant. In addition, it is decided to recognize the participation in related market research and education as a result of job search or start-up preparation activities.

The problem is the budget. The government estimates 400,000 people to be paid per job search promotion (3 million won per person) this year, and the related budget is 828.6 billion won. Considering that 200,000 people flocked in one month last month, the target number may be exceeded during the first quarter. In this case, it is necessary to draw a separate budget, such as the formation of an additional budget, but there is a possibility that the project will be stopped if the financial supply is not provided in a timely manner.

Among these, the Ministry of Employment and Employment plans to raise the amount of subsidies of 500,000 won per person per month. In this year’s job report, the Ministry of Employment announced that it would evaluate the operating performance in the first half of this year, ease the income requirement and review the increase in allowances in the second half.
