“In addition, the Democratic Party (Democratic Party) leadership may be concerned about quarantine, but I am the first line of quarantine officers. I accepted the party’s position that (secondary basic disaster income payment) should not interfere with quarantine, as a natural point.”

Gyeonggi Gyeonggi Governor Lee Jae-myeong answered the question about the reason for not confirming the payment timing at a press conference for the presentation of the ‘2nd Basic Disaster Basic Income Payment Plan’ held on the 20th. Politicians analyzed that they contained the message of’adhering to the principles, adjusting the speed’ through the press conference on this day.

Through Governor Lee’s press conference, Gyeonggi-do officially formulated a policy of “paying second basic disaster income to all citizens” on this day. The target of payment is Gyeonggi-do citizens who have resident registration in Gyeonggi-do as of 24 o’clock on the 19th. Gyeonggi-do estimated that 1,399 million (13.41 million Koreans + 580,000 foreigners) will benefit.

As with the first payment in April of last year, 100,000 won per person (400,000 won for a household of 4) is paid in local currency that expires after 3 months. The related budget of KRW 1.4 trillion (including incidental expenses of KRW 3.7 billion) will be covered by local development funds of 8255 billion won, integrated financial stabilization fund of 53 billion won, disaster management fund and disaster relief fund of 40 billion won, etc. without issuing local bonds.

The timing is’undecided’… Possibility to pay before the Lunar New Year

The most interested in the announcement on this day was the timing of the second disaster support payment. Previously, Gyeonggi-do reviewed a plan to pay basic disaster income before Lunar New Year (February 12). However, according to the recommendations of the Democratic Party leadership, the date of payment was not included in the announcement.

Governor Lee said, “Considering the severe economic situation, the decline in confirmed cases, and citizens’ awareness of compliance with quarantine rules, it is not unreasonable to promptly pay the secondary disaster basic income.” I will make a decision as soon as possible without causing a problem,” he said.

Governor Lee mentioned that the government will supply 1 trillion won worth of Onnuri gift certificates starting next month, and said, “If the supply of Onnuri gift certificates does not have a problem with quarantine, even disaster basic income will not interfere with quarantine.” Gyeonggi-do is planning to decide when to pay in next week as early as possible.

Differentiated from the government through universal payment

Throughout the press conference, Governor Lee emphasized the need for’universal payments’ and set up a confrontation with the next presidential candidates. Earlier, Democratic Party representative Lee Nak-yeon appeared on a broadcast the day before and said about the universal payment of basic disaster income in Gyeonggi-do, “telling you to consume while keeping a distance may be like turning on the left blinker and going to the right.” Prime Minister Jeong Sye-gyun also said on a radio broadcast that day, “Currently, quarantine comes first.”

Governor Lee said, “No one has been affected by the corona,” when asked about the opinions of CEO Lee and others, saying, “No one has been affected by the corona. Since the government selects and supports, we support all citizens, including those who were not selected. “I think it’s in balance to do.”

Next, referring to the photo of Lee’s visit to a local bakery posted on SNS the day before, “I saw that Lee also uploaded a verification shot to buy bread, so it doesn’t seem to prevent consumption.” I think I’m worried about not doing this, but there are various ways of consumption such as delivery, and the people are also consuming it in compliance with the quarantine rules, so I don’t think I need to worry.”

However, Governor Lee dismissed the theory of conflict with the Democratic Party leadership. Governor Lee said, “There may be a difference in perspective on the same policy,” and “There is no such thing as a conflict (with the party leadership).
