Laying the foundation for a leap forward for the’blue hydrogen + renewable energy production base’ in the industrial crisis in Boryeong

It was announced on the 22nd that Boryeong City is rapidly emerging as a production base for clean hydrogen and new renewable energy, which are future energy sources.

In particular, it is the same good news as Danbi for Boryeong City, which is facing a crisis in the local economy and industry due to the early closure of Boryeong Thermal Power Unit 1.2 following the finalization of the 9th Basic Power Supply and Demand Plan in December last year.

According to the city, Korea Midland Power and SK Group jointly invest 5 trillion won by 2025 to promote the project to build the world’s largest blue hydrogen value chain in connection with Boryeong LNG Terminal in Ocheon-myeon, Boryeong-si.

This project produces 250,000 tons per year (50,000 tons for transportation and 200,000 tons for power generation) on an idle site of approximately 594,000 square meters (180,000 pyeong) of the Boryeong Power Plant. It is a comprehensive clean hydrogen production base construction project that includes production, distribution, and utilization of hydrogen fuel cells, etc.

Blue hydrogen refers to hydrogen from which carbon dioxide is removed by installing a carbon dioxide capture and storage device (CCS) in the process of producing hydrogen using fossil fuels.

Here, 200,000 tons of blue hydrogen produced from liquefied natural gas (LNG) reforming are transferred through gas pipelines and used for nearby fuel cell power generation (400MW) projects.

In addition, 50,000 tons of blue hydrogen are safely transported and supplied nationwide in the state of liquefied hydrogen through the liquefaction process at the liquefaction plant at the clean hydrogen production base.

The industry predicts that the project will generate 20,000 construction workers and 300 full-time employment.

Along with this, Boryeong City was selected for the public-led offshore wind farm development competition project by the Ministry of Trade, Industry and Energy in September of last year and is promoting it.

Boryeong Offshore Wind Power Complex is a large-scale project to equip 1GW-class offshore wind power generation facilities by investing about 6 trillion won by 2025 in 62.8 km2 offshore in the north of Oeyeon-do and south of Hwang-do with the joint participation of Boryeong City and Korea Midland Power.

This is the amount of power generation that can be used by about 1 million households in one year.

Boryeong City is regarded as the best place for new and renewable energy projects as it can utilize the existing Boryeong thermal power transmission facilities without additional facilities through offshore substations for electricity produced through offshore wind farms.

In addition, it has the best hinterland ports and construction sites for the construction and operation of offshore wind power such as Boryeong (New) Port and Daecheon Port.

The city is promoting the construction of a wind farm in a resident-participating method, a model that can return the power generation profits to the region and residents.

To this end, the Boryeong Offshore Wind Power Public-Private Council and the Working-Level Council have been formed, and services to secure residents’ acceptance have been initiated, as well as holding a briefing session for fishermen who are interested parties.

When an offshore wind farm is established, job creation and population inflow are expected due to the great transformation of the energy industry in Boryeong, which is stagnant due to the reduction of coal power.

It is also planning to create offshore wind power industry clusters and RE100 hinterland by attracting energy-related parts companies such as offshore wind power to the Woongcheon General Industrial Complex.

It is expected to contribute significantly to the government’s 2050 carbon neutrality with the annual reduction of 1.18 million tons of greenhouse gas emissions from wind power generation.

Boryeong Mayor Kim Dong-il said, “Because of the government’s carbon neutral and energy conversion policy, the Boryeong Thermal Power Plant Units 1 and 2 were shut down early at the end of last year, resulting in a crisis in local industries and economy due to reduced jobs and population.” “We will do our best to create quality jobs and lead sustainable regional development through active support for energy-related investment companies by expanding the infrastructure that will lead the economy.”
