[에너지신문] The’energy carbon neutral innovation strategy’ to support carbon neutrality in 2050 will be established by the end of this year. In addition, measures to revitalize distributed energy will be announced next month, and the enactment of the Special Act on Activating Distributed Energy (tentative name) will be promoted as a follow-up measure.

On the 22nd, the Ministry of Trade, Industry and Energy launched the 6th Energy Committee in the conference room of the Seoul Trade Insurance Corporation and held the 22nd Energy Committee to discuss such matters.

The committee consisted of 25 members in total, headed by Minister of Industry Sung Yun-mo, the chairman of the committee, including ex officio members (information, science and technology, diplomacy, environment, vice minister of the Ministry of Land, Infrastructure, and Transport) and 19 commissioned members.

On this day, the 22nd Energy Committee discussed a total of four reporting agendas, including △direction of key policies in the energy sector in 2021 △plan to establish an energy-carbon neutral innovation strategy △plan to establish a roadmap for activating decentralized energy △to deal with major nuclear power plant issues Went on.

First, the Ministry of Industry shared and discussed the direction of major energy policies in the 2021 business report announced recently.

This year’s energy business will focus on laying the foundation for 2050 carbon neutrality, and will continue to carry out major policies planned this year, such as diffusion of renewable energy, establishment of a hydrogen industry ecosystem, and settlement of energy conversion.

In addition, as part of a sectoral strategy in accordance with the pan-governmental ‘2050 Carbon Neutral Promotion Strategy’, the establishment of the’Energy Carbon Neutral Innovation Strategy’ will be promoted by the end of this year.

In order to discover and discuss major policy tasks for this, a working group will be formed with industry-academia-research experts in each field in the first half of this year, and the establishment will be promoted through industry opinion collection, consultation with related ministries, and deliberation by the Energy Committee.

Through this, the Ministry of Industry is planning to present a mid- to long-term vision in the energy sector to realize carbon neutrality in 2050, and to derive strategies and detailed policy tasks for carbon reduction by sector such as supply, system, demand, industry, and system.

The Ministry of Industry set a goal to increase the proportion of distributed power generation such as renewable energy, collective energy, and fuel cells to 30% by 2040 in the last 3rd Basic Energy Plan. In addition, through the 2050 carbon-neutral promotion strategy, the goal of distributing distributed energy has been proposed, such as expanding transmission and distribution networks to respond to volatility in renewable energy, and promoting self-consumption and spreading distributed energy systems.

Based on this, the Ministry of Industry is preparing a’decentralized energy activation roadmap’ containing a comprehensive mid- to long-term strategy. The roadmap plans to prepare detailed measures in the basic direction of △introduction of decentralized energy preferential measures △improvement of distributed energy-friendly power market system △infrastructure expansion and advancement to improve system stability △decentralized energy system establishment led by the region.

First of all, in March, we will announce’Distributed Energy Activation Measures’ and promote short-term measures centering on Jeju Island (16.2% as of 2020), which has a high proportion of renewable energy generation. It plans to establish and finalize a distributed energy roadmap and review and promote the enactment of the’Special Act on Distributed Energy Activation (tentative name)’.

On the other hand, the committee reported on the treatment plan for the extension of the approval period for the construction plans of Shinhanul Units 3 and 4 and the withdrawal of the designation of the planned area for power development in Yeongdeok Cheonjijeon.

According to this, if the power generation project license is canceled, KHNP’s participation in new power generation projects is restricted for Shinhanul Units 3 and 4, so it is judged that it is necessary to maintain the project license until the system is established, such as laws and regulations related to cost preservation. It was decided to extend the period.

Chun Jiwon-jeon decided to withdraw the designation of the projected area for development of the power plant in accordance with the results of consultations with local governments and local communities, while the project was already terminated through a resolution of the KHNP Board of Directors in 2018.

Meanwhile, at the meeting, Minister Sung Yun-mo said, “Carbon neutrality is clearly a challenging task, but it is the path that must be taken for the sustainable growth of our economy.” “Securing competitiveness of companies and industrial ecosystems through active preparation and preemptive responses of all economic actors. It should be actively utilized as an opportunity to create new growth engines.”
