The ruling and opposition parties, who had been struggling all day on the 24th, said, “We reached an agreement in a big frame,” after 10 pm on the 24th over an additional budget plan (additional plan) to pay the 4th disaster support fund.
Park Hong-geun, a secretary of the ruling party of the National Assembly’s Special Committee on Budget and Settlement, and Democratic Party lawmaker Park Hong-geun said, “After detailed discussions were made for the rest of the opposition parties’ positions, we decided to hold a plenary meeting at 8 am on the 25th to process the supplementary bill.”

The issue that took time for the opposition parties to narrow down their opinions was the budget for job projects. The power of the people has argued that the budget for job projects should be cut in full or drastically. What the opposition party points out is the budget for youth job creation support (511.1 billion won), emergency employment stabilization support (4563 billion won), and emergency support for family care expenses (45.6 billion won). In a press release on the 12th, Rep. Choo Gyeong-ho, an opposition party secretary of the National Assembly Preliminary Committee, criticized in a press release that it was “not only an insolvent addition for the use of cash expedited for election purposes, but also an additional job for torture hopes for employment.”

Eventually, the ruling party agreed to reduce some of the budget related to job projects. Rep. Park said, “I decided to cut the job budget and restructure the expenditure of the rest of the original budget to use it as overall funding (in other areas that increase).”

It took a long time to narrow down opinions even on the size of government bonds. Initially, the government announced that it would raise 9.9 trillion won out of the 15 trillion won of the supplementary bill by issuing government bonds. In addition, the issue of deficit treasury bonds had to increase as much as the amount increased as it went through the preliminary examination by the standing committee of the National Assembly. The power of the people has been asking the ruling party and the Ministry of Strategy and Finance to come up with a plan to reduce the issuance of government bonds and restructure government spending.

Regarding the total amount of the supplementary bill, Rep. Park said, “It is not in the stage of revealing the total amount because final arrangements between the opposition and the government are necessary,” but he said, “We decided to deal with it without making a net increase (than the government plan).” There is a possibility of change, but in the big frame, it means that the government initially agreed with 15 trillion won. Prior to the preliminary examination of the Standing Committee, an increase of about 3.900 trillion won was led by the ruling party, which insisted on “broader and thicker payments”. The Democratic Party’s position is to eliminate blind spots by increasing support in fields such as small businesses, agriculture, travel, and culture and arts.

The stalking criminal punishment law initiated by Democratic Party lawmaker Park Joo-min and Justice Party lawmaker Jang Hye-young was also handled at the plenary session of the National Assembly. Until now, the act of stalking was not defined in the law, but was classified only as’continuous harassment’, and only light penalties have been received.
